Country Director

We are recruiting a new Country Director (CD) to lead our South Sudan program. We need an experienced, hands-on leader who is familiar with the challenges of operating in conflict settings such as South Sudan.

General context

HealthNet TPO’s program in South Sudan dates from 1996. Currently HealthNet TPO works in the former Central and Western Equatorial, former Western Bahr el Ghazal and former Northern Bahr el Ghazal States. The country office is located in Juba, with field offices in Terekeka, Wau, Raja, and Nyamlel. The program is presently funded by various donors, including DFID through Health Pooled Fund, the Dutch Ministry of Foreign Affairs, and the Global Fund through PSI Malaria grant. A total of 40 staffs are currently employed by HealthNet TPO in South Sudan.

Purpose of the position

The purpose of this position is to manage the HealthNet TPO program in South Sudan in line with the organization’s vision and strategic directions. The Country Director has the overall responsibility for the successful running of the Country Programs as well as the development and expansion of the country’s portfolio.

Place in the organisation (reporting lines)

The Country Director reports to the Director of HealthNet TPO in Amsterdam. All HealthNet TPO staff in South Sudan fall under the management of the CD.

Key accountabilities and responsibilities

Country and program planning and reporting

· Overall responsibility for ensuring annual and long-term country plans (strategic and operational) are in line with the country strategy and the mission and vision of HealthNet TPO, while ensuring that targets are developed and in place;

· Overall responsibility for the production of financial, program and organizational reports;

· Overall responsibility for ensuring that mechanisms and procedures are in place to manage the work in order to meet plans and targets;

· Ensure that monitoring and evaluation system is in place, functioning and adhered to in order to regularly review country plans;

· Monitors local developments and needs.

Management

· Strategically manage and develop HealthNet TPO’s portfolio in South Sudan;

· Ensure clear management, reporting and organizational structures in South Sudan;

· Ensure managers have the necessary resources to fulfil their responsibilities in line with available budgets;

· Ensure appropriate processes and standards are developed to deliver and improve the organisation’s key activities;

· Ensure accountability and transparency toward the main office in Amsterdam, donors, beneficiaries and government authorities, and ensure that all activities are in compliance with international standards, all organizational and donor guidelines and policies as well as relevant legal requirements;

· Identify, effectively manage and communicate key risks, including security risks, related to HealthNet TPO programing in South Sudan;

Human resources

· Ensure policies, structure, systems and management styles in South Sudan contribute toward a fair and respectful treatment and development of employees;

· Ensure that national staff policies, terms and conditions of employment are based on both HealthNet TPO and donor policies and guidelines, as well as national employment laws;

· Ensure staff have up-to-date job descriptions and that they fully understand their job descriptions;

· Ensure the performance management cycle is executed;

· Facilitate effective communication and working relationships between team members at Juba and field-level as well as liaison with Amsterdam office.

Security

· Assume ultimate responsibility for staff safety and security and keep abreast of security developments in the country;

· Regularly update and conduct revisions of the Security Management Plan, and compliance with country-specific Emergency Plans and procedures.

Managing resources

· Overall responsibility for ensuring financial control and accountability for the organization’s funds in South Sudan within a framework of organizational requirements, laws and good practice;

· In coordination with Amsterdam office systematically attract and generate funds to support the work through the expansion of donor network;

· Overall responsibility to identify and respond to funding opportunities and in close collaboration with the Amsterdam office to ensure the development of proposals;

· Ensure the effective, efficient and ethical management of resources (premises, equipment, information technology etc.).

Managing relations and others

· Maintain effective relationships with other NGO’s, partners, government authorities, donors and beneficiaries in South Sudan;

· Responsible for acquisition with institutional donors and playing an active role in representing the organisation towards stakeholders in South Sudan;

· Design and implement fundraising strategies based on HealthNet TPO’s South Sudan Country Strategy;

· Responsible for communication of the South Sudan program.

Skills, knowledge and expertise

· Master’s degree or equivalent in Development Studies, International Relations, Social Sciences, Business Administration or similar discipline from a recognized university;

· A strong leader with at least 8 years’ senior management experience of which at least 3 years as the head of a medium to large country program of an international non-governmental organisation;

· Proven experience in program development and acquisition;

· Proven experience in proposal and report writing;

· Experienced in security management in fragile states and insecure settings;

· Knowledge of financial management and human resource management;

· A demonstrated ability in strategic planning, organisation and oversight of complex issues;

· General and operational management experience in conflict and post-conflict environment, preferably in Africa.

Competencies

· Participatory and coaching management style;

· Ability to lead and motivate and promote teamwork among other staff;

· Strong analytical and creative thinking skills;

· Strong administrative and organisational skills;

· Strong networking skills;

· Excellent command of written and spoken English.
