NPA has historically a strong presence in South Sudan. We started activities in 1986 and were in the early 2000s one of the biggest employers in the country. Most South Sudanese over 40 years would know about NPA, including people in government due to our history of cooperation with the liberation movement. This comes with additional expectations, challenges and opportunities. NPA South Sudan has around 200 local and international staff, a central office in Juba and 8 field offices across the country.

Estimated starting date: June 2024

We are looking for someone with:

  • Minimum five years of experience as a successful leader in an international organisation.
  • Experience from working in a conflict and fragile environment. Because the context in South Sudan is highly influenced by neighboring countries, it requires that the person in this position remains on top of political and administrative dynamics at a regional level.
  • Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely.
  • Experience with developing relationships and negotiating with donors, government bodies, other NGO’s as well as local partnerships.
  • Experience in work with civil society and managing programmes based on partner collaboration.
  • Experience with humanitarian programming and coordination. Knowledge of sphere standards and triple nexus. Experience with protection programming.
  • Experience of managing finance, administrative and human resource systems to ensure programme efficiency.
  • Experience with remote management – as the country director oversees and manages staff across several field offices.
  • Solid experience with security and crisis management.
  • Analytic, strategic, creative and problems solving ability.
  • Systematic and with good planning skills
  • High work capacity and ability to work under pressure
  • Written and verbal proficiency in English. Knowledge of a Scandinavian language is an advantage.

You have the ability to be flexible when you are faced with challenges, and you have a strong focus on ensuring quality of the programmes. You know when to be an operative leader with a focus on details and when you to take two steps back and focus on the overall strategy for your team.

Your main responsibilities will be:

  • Provide leadership, lead the management team(s) and build a strong team culture across the country programmes.
  • Provide strategic direction and lead overall planning.
  • Ensure resource mobilisation and regular donor contact.
  • Ensure optimal running of programmes with solid collaboration between and among programme and support functions.
  • Ensure sound financial management, grant management, compliance and budget control.
  • Personnel management and follow up in line with HR policies, both Norwegian and South Sudanese legal frameworks and guidelines.
  • Overall responsibility for the safety and security of NPA staff, assets, and resources, as well as crisis management.
  • Responsible for NPA’s Duty of Care towards its staff in the country.
  • Ensure that the country programme maintains a comprehensive and updated understanding of the country and regional contexts.
  • Represent NPA towards all main stakeholders in the country and in media in collaboration with HO.
  • Be able to be proactive in advocacy work related to the programmes, partners and context.

Norwegian People's Aid (Norwegian: Norsk Folkehjelp) was founded in 1939 to provide post-conflict reconstruction assistance and humanitarian relief during conflicts. NPA is now engaged in more than 33 countries in de-mining, humanitarian relief, promoting democratization; the rights of indigenous people, equality; and fair distribution of land and resources.
