The Role
The Country Director will lead and implement Oxfam’s Global Strategy in South Sudan, providing strategic vision and direction across humanitarian response, long-term development, advocacy, and policy influence. This role is responsible for the overall strategic management of the country program, ensuring the quality, impact, and continuous improvement of all programming, alongside sound financial and human resource management in line with Oxfam policies and standards.
The Country Director will oversee the Country Leadership Team, manage staff, budgets, and programs, and ensure that all operations align with Oxfam’s policies and compliance requirements, including Code of Conduct, Security, Health and Safety, and local legislation. Acting as Oxfam’s key representative, this role builds and strengthens influential networks, maintains critical donor relationships, and represents Oxfam at high levels with government, UN agencies, NGOs, local partners, and the media. Furthermore, the Country Director ensures robust systems to manage South Sudan’s security, financial, brand, and administrative risks effectively.

We are looking for a dynamic leader, deeply committed to Oxfam’s values and the success of its programs. With exceptional analytical skills, the ideal candidate can adapt to shifting contexts, think strategically beyond the country level, and act within regional and global frameworks. The Country Director will have an extensive senior leadership experience in delivering high-quality programs, humanitarian response, and influencing strategies; whether directly or through partnerships; in complex settings.
The candidate will have a proven record of leading and motivating multi-disciplinary, geographically dispersed teams, along with strong experience managing security, risk, and legal compliance in an INGO environment. They possess a deep understanding of humanitarian contexts and principles, as well as the ability to “think politically”, recognizing motivations, power dynamics, and pressures faced by colleagues, partners, and decision-makers.
Demonstrated success in high-level representation with partners, government, private sector, media, and donors is essential, as well as expertise in negotiating humanitarian access, advocacy, and maximizing diverse funding sources. A commitment to gender equity and advancing the interests of marginalized communities is paramount. Proficiency in IT and an understanding of technology’s potential to further INGO goals are important, along with excellent English communication skills. Prior experience in South Sudan is preferred.
