The CPM will manage and guide the development of Alight’s program development in line with global and county policies and strategies, ensuring quality, strategic purpose, participation, and accountability.

You shall:

  • Lead program quality, development, and control through continuously improving programming methodologies, techniques, tools, and approaches.
  • Oversee the development and implementation of monitoring and evaluation activities to support Alight’s evidence-based approaches.
  • Ensure the effective management of grants and support the development of high-quality proposals.
  • Provide ongoing mentoring, support, and advice to the field team to ensure high-quality Project implementation and reporting in close coordination with HoP and Area managers

Areas of Accountability:

Program Design, Implementation and Development

  • Contribute to development of program strategies ensuring they are responsive to the changing environment and needs of the communities we serve.
  • Ensure all programs integrate resilience building with a particular focus on equality and sustainability.
  • Facilitate priory program development processes through project concept notes and proposals by ensuring adherence to PCM principles.
  • Ensure that programming meets high standards in terms of design, monitoring and evaluation through Project Cycle Management System, Core Humanitarian Standard (CHS) accountability commitments, Program Quality Guidelines and PME Framework.
  • Support the Program Managers/Coordinators in developing their program IPTT frameworks, in program design, providing critical implementation guidance, PCN development oversight and proposal development support.
  • Facilitate program launch meetings, and quarterly and annual program reviews and organize mid- term reviews and final evaluations in line with the organization’s and donors’ requirements.
  • Develop a comprehensive and participatory program planning process, including program beneficiaries, staff, partners, and other stakeholders.
  • Ensure the highest standards by implementing Alight policies and best practices in accordance with the local context.
  • Work with the Head of Programs, Deputy Country Director, and Country Director to develop and implement a funding strategy to ensure future funding streams are known and developed to the greatest extent possible.
  • Maintain good donor relations by producing high-quality and timely donor proposals and reports.
  • Promote joint planning and monitoring among programs and ensure integration and effective learning across sectors.
  • Support managers in developing accurate financial forecasting aligned with the budget and projected expenditure.
  • Support managers to deliver on their project and financial plans.

Program Design, Implementation and Development

  • Lead and manage staff, contributing to their capacity-building and career development. Support career development initiatives of staff in programs (especially national staff) to develop their skills and widen their international perspectives.
  • Provide technical support and ongoing on-the-job training and coaching to staff, including, in particular, a thorough induction at the start of their contract.
  • Ensure that all positions have accurate job descriptions, that each team member fully understands expected outcomes by setting SMART objectives, and that they know the success criteria relating to their work.
  • Ensure all staff are aware of and comply with Alight’s policies and procedures.
  • Monitor and review performance and hold staff accountable for meeting the success criteria; provide feedback where required and take decisive action in the case of poor performance.
  • Ensure that work within the team(s) is planned and organized to meet the organization’s needs in the most cost-effective manner possible, ensuring that team members are given appropriate workloads and are working efficiently.
  • Participate actively in defining, implementing, and monitoring a staff capacity development plan.
  • Proactively seek, receive, synthesize and disseminate program-relevant material to all program managers, Advisors, and senior staff.
  • Build transparent processes in each program to ensure organizational learning is prioritized and systematically used in PCM, external exchange, and advocacy.

Country Strategy and Networking

  • Engage with and support national-level networks relevant to increasing Alight’s learning; provide for potential funding/consortium work and joint advocacy efforts.
  • Lead the development of a partnership strategy for National INGOs
  • Lead the appraisal of potential partners’ technical competencies and work with finance and logistics on reviews.
  • Serve as the national-level focal point for contact with National Partners.
  • With the help of the finance department, ensure that adequate controls and the monitoring of partners’ finances are in place.
  • Oversee and manage the development and finalization of partnership agreements and their management and implementation.

Networking

  • Oversee the timely preparation and submission of donor reports to a high-quality standard per donors’ requirements.
  • Ensure that reviews are documented and that evaluation reports align with the Alight and donors’ requirements.

Others

  • Participate in joint exercises such as preparing or updating the Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP), and Country Strategic Plan.
  • Ensure the highest accountability standards through good communication and information sharing within and outside the program and enable staff, beneficiaries, and other stakeholders’ participation at all stages of the project cycle.
  • Be aware of, understand, and comply with Alight’s policies and procedures (finance, logistics).
  • Be aware of, understand, comply with and be a model of Alight’s Code of Conduct and its associated policies and ensure that every member of the program team is aware of, understands, and complies with all of Alight’s policies and procedures.
  • Fully adhere to security protocols and procedures and ensure that all program team members do so. Contribute to ongoing security management and planning as necessary.
  • Undertake other related duties as may reasonably be assigned by the Country Director (the line manager for this role).
