Job Title: Country Representative
Department: CRS Lesotho and Mozambique
Reports To: Regional Director, Southern Africa Regional Office

Job Summary:
The Country Representative (CR) is responsible for managing and advancing the mission and objectives of CRS within the country. S/he provides strategic leadership for staff, programs and partnerships. The CR is also responsible for advancing CRS’ reputation and impact within the country and for monitoring and mitigating risks and liabilities.

Position Scope and Scale:
CRS has had a presence on and off in Lesotho since 1976. Since 2003, the program has gained considerable recognition for its work in agricultural livelihoods, education, natural resource management, emergency response, and OVC, and has had programming in nine of country’s ten districts. CRS works closely with Caritas Lesotho, as well as with a broad range of other Church and local NGO partners. CRS initiated a significant sub-role in a 5-year OVC award from PEPFAR in October 2019 and a one-year PEPFAR award for HIV demand creation work with faith communities. Lesotho will initiate a four-year national Integrated Catchment Management program, with funding from the European Union in January 2020. CRS/Lesotho is also involved in a Green Climate Fund proposal development process.

The Lesotho CP also manages Mozambique, as an outreach country, which has been investing private resources in capacity building of the national Caritas Mocambicana network and in small privately-funded agricultural livelihoods, ECD, and peacebuilding programming. With the devastating effects of Cyclone Idai in central Mozambique in mid-March, followed by Cyclone Kenneth in northern Cabo Delgado in April, CRS has secured initial OFDA funding. CRS is also serving as Fa cilitating Partner for the Caritas Internationalis Emergency Appeal for Caritas Mozambique, and is preparing a CMM peacebuilding concept note funding for Mozambique, and hopes to tap into new funding for longer term recovery and rehabilitation in the areas affected by the two cyclones.

Education and Experience
* Master’s degree in International Development or a relevant field
* 10 or more years’ experience managing complex relief and development programs
* Demonstrated experience with Title II and other USG resources; familiarity with USG regulations
* Experience managing a variety of complex, high-value projects from multiple international donors

Required/Desired Foreign Language
* English required, Portuguese strongly preferred. Fluent Spanish accepted in lieu of Portuguese.

Travel Required
* Frequent travel required within both countries and within the region
