Background
Somalia is considered to be one of the world’s most fragile states due to the high insecurity that the country has been experiencing over the years. Since 2016, the country has fallen back into crisis, with an estimated 60% of the country’s 10 million people in urgent need of humanitarian assistance, or in need of emergency food and livelihood support as a result of the recurrent drought that has seen increasing displacement of populations. Food insecurity outcomes and humanitarian needs are expected to persist in most parts of Somalia throughout 2018.
Consistent with the Grand Bargain initiative, WV has been delivering aid within Somalia through mixed modalities with cash increasingly becoming an option. A lot of research on the benefits of cash based programming, utilisation of cash, process related aspects (efficiency and effectiveness), among other issues have been conducted within Somalia, with the most recent report being the inter agency Cash Working Group (CWG) commissioned cash evaluation for the Somalia response. However, outcome monitoring is generally still an issue within the cash and voucher programming circles and also within Somalia itself. There has been no consistent agreement on the key outcome indicators within Somalia until 2018 when the CWG released 5 agreed indicators. While cash based programming projects have generally undergone baseline and evaluation surveys, there is still a gap in ongoing monitoring of outcomes. Within WVS, there is no clear guidance on how the monitoring happens and how the accompanying staff capacity for analysing, including making inferences on the data is done. Data analysis has relied on SPSS but with new and versatile data management system (R, Power BI, & ArcGIS online), there is dire need to diversify for purposes of data analysis, visualisation and dissemination.
Purpose and Objectives
The training, which will be done in Hargeisa to allow other offices to learn has the main purpose of building D, M&E staff capacity to conduct CVP outcome monitoring throughout the life cycle of the project using sound guidance and innovative, modern techniques and software for analysis and visualization.
To achieve this, the training will give specific focus to the below objectives:
- Increased understanding of the outcome monitoring guidance indicators and their protocol.
- Increased knowledge and skills on the use of R and power BI for data analysis and visualization.
- Build staff capacity to analyse and visualize CVP outcome monitoring indicators.
Scope of CVP Outcome Monitoring Training
The training is focused on the CVP projects in Somalia, targeting QA staff who are charged with outcome monitoring in the different regions. The specific focus of the training will be around enhancing staff capacity for data analysis and visualization in the ongoing CVP projects using data from one of the CVP projects. Further to this, the analysis and visualization will be specifically focused on the outcome monitoring guidance indicators whose development forms part of the pre workshop assignments.
Methodology
The training will take a participatory approach, and be as practical as possible, emphasizing more on participants applying the learning than just getting the presentations and theoretical issues. To facilitate the practical learning, the training will use at least 3 live datasets and any other dummy datasets that the consultant may have.
Each participant is expected to produce output in accordance with the learned aspects in the training. Group exercises will also be critical in the training to enable participants to learn from each other.
The above methodology will be adhered to, but the consultant will be allowed to explore other effective techniques within the broader participatory and practical approach.

Logistics and Budget
WVS has received funding from the Global Centre Innovation Funding (complemented by WVUS) and the budget will cover all the travel logistics, including the consultancy fees for the training. The Food and Cash Assistance M&E Manager will coordinate the logistics related to the training in close consultation with the QAS manager and the GC Technical Specialist on CVP.
