Tasks and responsibilities

  2. Coordinate MERL to ensure the Program achieves its goals and corresponding objectives and targets
  3. Oversee the update and implementation of the Performance Monitoring Plan (PMP), MEAL framework to capture Program performance and results, including routine service delivery data reporting, mid and end line assessments, and all monitoring for process/fidelity of implementation and outcome evaluations
  4. Lead tools the development, testing, and management of data capture systems and oversee data flow pattern for the Program that will ensure timely data collection and reporting
  5. Lead results reporting by providing written documentation on MERL activities and indicator results for progress, Monthly, bi annual and annual reports, as appropriate
  6. Ensure high-quality implementation, consistent with CARE/Donors monitoring and evaluation guidelines, protocols, information and reporting systems
  7. Lead strategic collaboration activities with key stakeholders to learn from Program data and adapt interventions as appropriate
  8. Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and documentation
  9. Use data to contribute towards strategic decision-making, Knowledge management, sharing best practices and program planning with program team
  10. Oversee and/or conduct targeted evaluations, including design, support in data collection, management and analysis
  11. Ensuring data is entered, analyzed, documented and written, and disseminated
  12. Promote and support the dissemination of Program information among the Program team
  13. Work with program and financial staff to prepare/review and track progress of Program
  14. Coordinate and Supervise all MERL capacity-building activities with Program staff and implementing partners
  15. Lead in the recruitment and management of the consultants responsible for undertaking project evaluations
  16. Lead in development of research protocols and seeking for ethical review and approval
  17. Lead in quantitative and qualitative methodologies, Longitudinal tracking of beneficiaries, reporting, data quality assessments, data analysis and presentation
  18. Lead in processing and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access, N-vivo, EPI Data
  19. Providing adequate data management support to the project while ensuring that data is of highest quality and there is evidence of adequate support documentation
  20. Strengthened Collaboration and Networking
  21. Strengthen CAREs performance in Girls Education, Economic Empowerment and Sexual Reproductive Health and related innovations Programming and perform other duties as assigned

2. QUALIFICATIONS

Education:

  • Degree in statistics, Monitoring and evaluation, Project Management and planning, social sciences or related field or equivalent experience. Master’s degree is an added advantage
  • Minimum 5 years of work experience in monitoring and evaluating INGO and Education sector development Programs
  • Experience in Adolescent Sexual and reproductive health, Financial literacy and educational programming
  • Proven expertise in quantitative and qualitative methodologies, management information systems, reporting, data quality assessments, data analysis and presentation
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple programs in both the public and NGO sectors
  • Experience with and understanding of relevant donor frameworks and reporting systems
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least 2 of the following: SPSS, Epi-Info, Stata, MS Access
  • Familiarity with mobile data collection tools – ODK, KOBO Collect, E- recording
  • iExperience in supervising personnel, partners and ensuring they acquire the necessary training and skills to meet evolving Program needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Expertise in research to practice—identifying and adapting best practices to specific Program contexts
  • Demonstrated skills in facilitation, team building, and coordination
  • Verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity in partner and program staff
  • Proficiency in word processing and Microsoft Office Suite (Excel, Word, Outlook)
  • Ability to travel to Program intervention sites 50% of the time.
