FHI 360 is seeking qualified applications for the position of DCOP Program Support for the PASSOS project, to based in Maputo, Mozambique. The PASSOS project is a new initiative funded by PEPFAR (President’s Emergency Plan for HIV / AIDS reduction), through USAID (United States Agency for International Development), targeting key populations, namely: sex workers, men who have sex with men (MSM), injecting drug users, and prisoners as well as priority groups including TS clients, regular TS and MSM partners (male or female), children of TS, girls aged 10-24 who are at risk of engaging in commercial or transactional sex Under the FHI 360 Leadership, in partnership with local implementing partners. This initiative will develop a range of activities to reduce levels of HIV and AIDS transmission among key populations, as well as increase their access and retention to health care. Under the leadership of the team leader (Project COP), the DCOP Program Support will provide support to the technical and administrative staff at central and provincial level in implementing the annual work plan of the project. He/ She will assist Provincial Technical Officials in the use of information and communication technologies in coordinating and accelerating the implementation of planned activities by establishing a constant articulation between the national level, provinces and locality including implementing partners. It will also assist the project in the relationship with Government institutions and Implementation Agencies, ensuring permanent coordination with a flow of information and communication in a dynamic and timely manner. And will provide support to the Program area in streamlining the planning, implementation and reporting processes, ensuring compliance with the quality and deadlines that the process requires. Feed the technical, administrative and financial team with inputs that strengthen project coordination at all levels.

Job Description:

  • Collaborates with the COP to provide leadership to the development and maintenance of the PASSOS project that requires strong systems and consistency of implementation across multiple implementing entities. Actively participates in ensuring strategic direction, and compliance with organization policies and procedures and donor regulations.
  • Collaborates with in country project team, Regional staff and headquarter based staff to ensure programs are designed according to organization and industry best practices, program framework, donor guidance and regulations.
  • Collaborates with technical and program staff, consortium partners and other teams to develop a realistic, structured workplan.
  • Ensure the capture and documentation of results achieved with emphasis on good practice and lessons harmonizing new forms of dissemination with ICT resources.
  • Maintain in coordination with the technical and administrative areas the electronic archives of the project ensuring the daily updating.
  • Collaborate with the M & E Assessor, Monitoring and Evaluation technician and mHealth technician in channeling and facilitating timely feedback of the mPASSOS application information and periodic information sent by the provinces.
  • Monitors and manages workplan implementation and ensures satisfactory progress toward targets through indicator tracking sheets, approved monitoring plans, field visits, routine reporting mechanisms and other data. This includes monitoring Consortium Partner implementation and supporting staff and partners to analyze data on a routine basis and use it to improve implementation.
  • Manages implementation of partner sub-awards to achieve project objectives in compliance with applicable guidelines. Ensures Development of model program description and realistic budget for CBO grants and direct-to-government grants considering project targets, budget constraints and CBO and government entity capacity. Oversees teams so that individual budgets, program descriptions and targets are in line with project guidance.
  • Ensures technical and program teams support and monitor grant recipient’s performance in collaboration with other teams (e.g. finance, M&E) and in line with project and organizational guidance.  Ensures expenditures are monitored on a monthly basis by tech/ program teams, and that well- structured corrective action is initiated and tracked where required.
  • Support the Contracts Management Services department to ensure proper interpretation of the award instruments when entering into financial obligations or any other contracting actions.
  • Supports the technical team in reviewing or writing of protocols, papers, abstracts, terms of reference, and reports to ensure accuracy and appropriateness. Collaborates with M&E team and research partner to design studies and operational research to inform the field and make programmatic decisions.
  • Support in the recruitment and orientations of operations and program staff and consultants to effectively implement the project. This includes preparing job descriptions and scopes of work, performance management, routine meetings to provide supportive guidance and supervision, ensuring collaboration with other teams and compliance with agreed upon processes. This also includes elevating issues affecting team progress and suggesting courses of action.
  • Develops and implements strategies to support staff to grow professionally.
  • Collaborates with Operations and cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, to maintain project accountability and scale in the short term and fast track capacity building for the long term.
  • Identifies synergies with other FHI 360 managed projects and ensures collaboration that results in higher efficiency of donor funds.
  • Performs field/ site visits to the provinces to monitor activities, identify problems and help address them in support of the COP.
  • Collaborates with the COP to proactively identify opportunities for cost share and operationalize those agreed on.

Qualifications

  • Master’s degree in public health, social sciences, international development, business administration or other related degree plus at least 8 years relevant experience or bachelor’s degree plus at least 10 years relevant experience.
  • Experience managing large and complex maternal, newborn and child health projects strongly desired;
  • At least 5 years of supervision experience including managing staff performance; and ability to develop and apply supervision systems that promote staff decision-making, including among staff at field offices.
  • Demonstrated experience planning, designing, implementing, monitoring, and evaluating projects;
  • Demonstrated strong managerial, financial, communications and interpersonal skills.
  • Ability to develop and disseminate accessible and relevant standard operating procedures.
  • Ability to interpret and analyze data to improve project implementation and ability to teach others to do so
  • Experience in developing and managing sub-agreements with local and international partners preferred and experience working with local implementing partners preferred
  • Demonstrated ability to ensure gender integration in project design, implementation and M&E an advantage;
  • Experience with USAID rules and regulations an advantage.
  • Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues
  • Familiarity with client/server or multi-platform application development.
  • Solid understanding of basic assumptions of developing country public health practices for data acquisition and quality assurance.
  • Well-developed written and oral communication skills.
  • Knowledge and experience in project-level database design and administration.
  • Knowledge of health MNCH programming in developing countries.
  • Demonstrated experience building capacity and strengthening health systems preferred; experience working in quality improvement project will be an advantage.
  • Strong oral and written communication skills in Portuguese and English required.

  • 10%-25%
