Are you an experienced education expert passionate about transforming lives through accelerated learning? CARE Somalia is seeking a dynamic and results-driven Deputy Chief of Party (DCOP) to join our USAID-funded Somalia Accelerated Education Activity (AEA). This groundbreaking five-year initiative aims to equip over 67,000 marginalized, out-of-school children and youth with the foundational skills they need to transition into further education and sustainable livelihoods.

Role Summary

As DCOP, you will work hand-in-hand with the Chief of Party (COP) to lead this ambitious program, ensuring high-quality implementation, fostering partnerships, and driving measurable results. This role is pivotal to the program’s success, blending strategic leadership, technical expertise, and operational excellence.

Key Responsibilities

  • Program Design, Development and Implementation: Oversee the design, planning, and delivery of impactful program strategies aligned with USAID objectives.
  • Program Quality, Knowledge Management, and Learning: Ensure program activities are evidence-based, meet technical standards, and comply with USAID regulations.
  • Program Quality, Knowledge Management, and Learning: Foster a culture of continuous improvement by capturing lessons learned and sharing best practices.
  • Capacity Building: Strengthen the skills of team members, partners, and stakeholders to deliver high-quality outcomes.
  • Representation and Communication:Build and maintain collaborative relationships with USAID, government counterparts, partners, and beneficiaries.
  • Team Management: Provide leadership and mentorship to program staff, creating an inclusive, results-oriented work environment.
  • Other Responsibilities

§ Assist the COP in overseeing program budgets, financial management, and resource allocation.

§ Ensure compliance with donor rules, regulations, and CARE policies, including safeguarding and ethical conduct.

Qualifications

  • University degree required
  • Minimum 10 years of progressively responsible senior experience in international development as Deputy Chief of Party, Project Director or senior management experience on large education development projects.
  • Demonstrated experience in USAID education programming, preferably in Somalia.
  • Experience managing USAID cooperative agreements and/or contracts.
  • Experience managing required programmatic and financial reporting requirements.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Demonstrated commitment to principles of Gender Equity and Inclusion.
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Experience in working in Somalia or a similar fragile context
