Christian Health Association of Kenya (CHAK) is a recognized National Faith Based Organization dedicated to promoting access to quality health care through health service delivery, health systems strengthening, community systems support and partnerships. The programmes of CHAK are implemented across the country in collaboration with County Health Departments and through her 570 Member Health Facilities. Currently CHAK is implementing PEPFAR (CDC and USAID) supported HIV and AIDS projects in 19 counties in Kenya while HIV and AIDS service delivery is supported in 45 counties in the member health facilities.

In furtherance of our work in supporting HIV and AIDS in Kenya, CHAK is looking for suitable candidates for various positions to support and implement two anticipated USAID funded projects named below: –

1) HIV and AIDS/ RMNCAH/FP project in Nairobi and Kajiado and

2) HIV and AIDS and OVC project in some five (5) counties in Central Kenya.

These are large and complex 5-year programmes that will require intimate and evincible county government partnerships, on one hand and also the MOH and other national Mechanisms and institutions. The program is expected to work in closes collaboration with other USG supported national mechanisms in an effort to building client oriented, county responsive and owned sustainable approaches to HIV and AIDS prevention and control.

2. DEPUTY CHIEF OF PARTY AND SENIOR TECHNICAL ADVISOR

This is a Key position in the seniority placement of CHAK management and the second most strategic position in the CHAK USAID funded project. The occupant will be responsible for technical oversight of the activity and is specifically responsible for project implementation that relates to the technical aspects of HIV and AIDS and Tb prevention and service delivery from the health facility, subcounty, county and MOH and partners levels. The occupant will coordinate the technical functions under him/her that will include strategic health commodity supply logistics management, capacity enhancement and service delivery. S/he is expected to set structures and processes of enhancing the county, MOH, NASCOP and other stake holders to improve policy and guidelines and service delivery best practices to guide the prevention care and treatment and all service in accordance with the national guidelines and the objectives and goals of the host county governments to achieve the goal towards evidence backed sustainable systems.

The DCOP/SDTA reports directly to the COP and will take a leadership role in ensuring technical implementation of the project activities and quality thereof assured to meet stated goals and reporting requirements.

Minimum Qualification Requirements:

A. Education.

· A Master’s Degree in Medicine, Public health or related field.

B. Experience

· Minimum of 7 years of managing, coordinating and oversight of large multiyear HIV and AIDS / TB projects of similar complexity and magnitude to the one being procured.

· Experience of managing PEPFAR (USAID/CDC) supported HIV and AIDS /TB Service delivery programs in and out of Kenya.

· At least three (3) years demonstrated, recent experience within the capacity as a DCOP, Director or senior advisor in large TB, HIV/AIDS prevention, care and treatment; and/or quality improvement /quality assurance; health systems strengthening; M&E; and operations research project.

· At least recent 3 years of active progressive supervisory responsibility experience

· Demonstrated experience building relationships with multiple stakeholders across all tiers of health systems County Governments, and health departments, Ministry of Health, and other stakeholders in health

· Demonstrated outstanding leadership, strategic thinking, and organizational, team- building and representational skills.

· Demonstrated experience of oversight of development and management of complete budgets and adherence to USAID donor compliance requirements.

Key Functions.

§ Deputize the COP on all matters as assigned.

§ Lead overall project technical and operational approaches, infrastructure, [monitoring and evaluation (M&E), – conjunction with Director M and E) and feedback loops required for program delivery and success.

§ Lead partnerships and guidance project consortium in their programmatic /thematic implementation roles and responsibilities and enhance team work necessary for greater efficiency and effectiveness in project implementation.

§ Represent the project to USAID Kenya office, County government and MOH, partner representatives and stakeholders as smooth and effectively functioning program consortium.

§ Drive program strategies, implementation work planning and frameworks and logs in service delivery, M&E Plan, the Gender and AGYW to ensure smooth implementation of the project activities and reporting of performance on timely basis.

§ Collaborate with M and E lead to do annual planning processes and associated donor resource requests; monitoring implementation progress as compared to these plans.

§ Ensure the quality of all program deliverables, inclusive of activities, outputs, documentation and reporting.

§ Ensure sound program financial management and reporting.

§ Ensure compliance with donor, host government and CHAK policies and procedures.

§ Support recruitment and orientation of new staff, strengthen teams through appropriate capacity building and rewards for performance.

§ Assure programmatic and operational integration of gender and adolescent and young person’s in all the aspects of the project activity and in team composition and inclusivity.

§ Put in place collaborating, learning and adapting approaches to inform ongoing project review and evolution.

§ Build structure that support direct engagement with county and local stakeholders to promote self-reliance and sustainable outcomes among the beneficiary population.
