Job Summary:
The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in overseeing project implementation and will provide direct technical support to staff and partners. The DCOP will assist the COP with the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement and quality of deliverables, and quality of results. S/he will supervise and coordinate the technical and field activity implementation team across the target geographic areas and will serve as the secondary institutional liaison with USAID. This position will report to the Chief of Party.
Essential Job Functions: Duties and Responsibilities
- Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all reporting and financial requirements of USAID and FHI 360.
- Oversee program delivery and the Grants Under Contract portfolio.
- Manage deadlines, draft reports, maintain records, and monitor the achievement of award deliverables.
- Supervise and ensure the strong performance of a team of FHI 360 and partner staff dedicated to the project, responsible for coordinating all activities and providing technical assistance and capacity-building support to project staff, grantees, and stakeholders.
- Assist the Chief of Party in creating and maintaining good working relationships with USAID, sub-awardees, and national and sub-national stakeholders.
- Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met.
- Coordinate and contribute to all quarterly performance reports, contribute to monitoring, evaluation, and learning (MEL) activities, and lead select activities aimed at fostering project learning and adaptive management.
- Serve as acting Chief of Party in his/her absence.
- Manage long-term staff and short-term advisors, and partner staff dedicated to the Activity in a respectful and transparent manner, ensuring the achievement of project results.
Qualifications and Requirements
- Requires a master’s degree or higher from an accredited university in a relevant field such as conflict resolution, international development, law, political science, or related social sciences.
- At least 8 years of relevant experience, including at least 5 years of successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and conducted in South Sudan or other similar contexts.
- Prior experience as a Chief of Party or Deputy Chief of Party preferred.
- Programming experience in the areas of peacebuilding, reconciliation, community resilience, independent media, and/or conflict sensitivity integration.
- Demonstrated success as a project manager with organizational skills to successfully manage and coordinate staff and partners.
- Demonstrated successes in relationship management and collaboration with local organizations and stakeholders, host government representatives, donors, and private sector actors.
- Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in diverse team situations, build and maintain a cohesive team spirit, as well as mentor staff.
- Strong written and verbal communication skills, and analytical capacity.
- Fluency in speaking, reading, and writing English. Knowledge of local languages is an advantage.
Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
