SUMMARY OF ROLE
IntraHealth is seeking candidates for the role of Deputy Chief of Party (DCOP)/Technical Director for an anticipated five-year, USAID-funded Voluntary Medical Male Circumcision (VMMC) activity in Namibia. The program seeks to expand access to high quality lifelong biomedical intervention that will avert new HIV infections among young boys and men. Through key activities, the project will support the Government of the Republic of Namibia (GRN) Ministry of Health and Social Services (MOHSS) and the private health sector in the delivery of high quality safe medical male circumcisions.
The DCOP/Technical Director is a senior member of the project leadership team in Namibia. The Technical Director contributes to strategic planning and is responsible for leading the program/technical team in operational planning and implementation. S/he will oversee all technical and programmatic components of the project to ensure that the project achieves designated results and will represent the project at various technical fora, including with USAID, MOHSS, Technical Working Groups (TWG), and other key stakeholders.
This position is contingent upon award and approval by USAID.
ESSENTIAL FUNCTIONS
- Ensure overall technical excellence/quality and provide guidance in the development and dissemination of all project deliverables in accordance with PEPFAR, USAID and MOHSS requirements
- Provide technical and management oversight and advice in program planning, implementation, and reporting
- Collaborate with the MOHSS, USAID, other USG partners, and local stakeholders, including civil society, to build strong relationships and strategic partnerships
- Provide guidance on budgeting, forecasting, and financial management of programs and work with Finance, Administration and Operations, and M&E teams to review all budgets on a monthly basis
- Track health sector trends in the country and region and work with the Chief of Party and USAID to determine how IntraHealth can respond technically and programmatically to changing needs
MINIMUM REQUIREMENTS
- Advanced degree (Masters) in Public/International Health, Public Administration, Health Sciences or related disciplines, Social Sciences or Development. Medical degree (MD) preferred.
- A minimum of 5 years clinical services experience, preferably in HIV/AIDS programming and direct management of biomedical HIV interventions
- 7 years of work experience in HIV/AIDS program implementation, including management of local non-governmental organizations in low resource settings
- At least 5 years supervisory experience and demonstrated success in a managerial role of a comparable program, managing professional, technical and financial resources on a similar scale
- Proven ability to develop effective technical working relationships with counterparts and partners at all levels
- Demonstrated experience overseeing development of activity budgets, managing activity costs, and monitoring program spending against budget in an accurate and timely manner
- Demonstrated understanding, knowledge of, and familiarity with HIV/AIDS in Namibia. Experience in both Namibia and internationally is highly preferred
- Excellent knowledge of HIV program data and PEFPAR MER indicators
- Advanced oral and written English communication skills required
- Willingness to travel 20% within the country and periodically internationally
- Previous experience working on USG funded projects. Familiarity with PEPFAR-funded projects and USAID reporting systems
- Computer literacy in Microsoft Word, Excel, PowerPoint, and other software
