PCI, A Global Communities Partner, is as a dynamic, leading organization in the areas of community-driven maternal, newborn and child health, nutrition, health systems strengthening, infectious disease prevention and control, health, WASH, livelihoods and disaster risk management programming. PCI has particular expertise in effectively integrating a gender perspective into its work and promoting sustainability by mobilizing and strengthening the capacity of communities in program design and implementation for sustainable impact.
PCI is seeking a Deputy Chief of Party (DCoP) for the USAID Liberia Community Health Activity. The goal of the program is to expand quality health services and increase the uptake of key high-impact interventions through a well-coordinated community health program. Activities will include prevention and treatment of malaria; expanded family planning, nutrition, and immunization services; and maternal, neonatal, and child health interventions. The DCOP’s primary responsibility will be to assist the Chief of Party (CoP) through technical leadership, coordination and collaboration with implementing partners, and strategic oversight of all activities to cost-effectively achieve project objectives.
Key Duties & Responsibilities:
- In coordination with the CoP, the DCoP will manage technical staff, project implementation staff and sub-grantees (as appropriate) to ensure optimal programmatic quality
- Provide oversight to technical leads
- Mentor and supervise program managers/partners
- Develop and carry out a plan to increase the capacity of local partners for the implementation of program activities
- Coordinate program activities with Government staff and private sector where appropriate
- Ensure compliance with cooperative agreements/grants/contracts and make recommendations for improving the overall effectiveness of the program.
- Ensure the highest quality of programmatic and financial reporting to donors.
- Support the CoP in fine tuning overall strategy, technical sector approaches and innovations in coordination with partners and technical leads
- Lead in continuous improvement of quality and in establishing a results-driven-management system, and synergy across technical sectors with appropriate tools and systems
- Support the CoP in establishing effective linkages of program team with finance, operations, HR and procurement
- Assure sound financial management of the project (e.g. budget execution, monitoring and reporting processes) especially by the program implementation team and adhere to organizational and donor financial policies and procedures
- Review, implement and improve program and resource management systems in the field.
- Ensure project team members are motivated and provided suitable enabling environment to deliver what is expected of them
- Lead in establishing a system for projection implementation:
- Lead in establishing an implementation process that assures timely and quality implementation of activities
- Use M&E information to improve program implementation; identify operational risks and their solutions; resolve bottlenecks at an early stage
- Produce high quality reports
- In coordination with the CoP, identify early winners as well as proof of evidence of project’s approaches resulting in scale up of best practices
- Support the CoP and coordinate technical staff to establish appropriate and results-driven working relationships and communication protocol with partners and consortium members
- Contribute to the successful start-up, implementation and close-out of all project activities
- Develop and maintain effective working relationships with donors, partners and local stakeholders
Required Qualifications:
- Minimum of 7 years of progressively increasing management responsibility in international development, including experience in a similar role and significant experience managing multi-sectoral projects including community health programming and maternal child health and nutrition, preferably in Liberia.
- Experience managing a USAID programs of equal size, scope and complexity in a similar context
- Excellent understanding and familiarity with US Government donor regulations, ideally USAID/Liberia experience
- Post-graduate degree in development studies, international relations in public health, nutrition or a related field
- Demonstrated abilities in NGO reporting, budgeting, procurement, and project management
- Significant understanding, experience and leadership in developing and/or implementing programs that support community mobilization and empowerment
- Project performance management, including monitoring and evaluation
- Proven leadership skills and demonstrated experience recruiting, developing, and managing staff
- Demonstrated ability to create and maintain effective working relationships with local ministries, NGO partners, international agencies, and U.S. government agencies
- Development philosophy in keeping with PCI’s mission, vision, core values and approach to integrated, community-driven programming
- Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically
