Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party/Operations (DCOP/Ops) position on a USAID-funded program in Southern Africa.

Position Description/Summary: The purpose of the Resilient Cities Limpopo Activity is to increase access to safely managed and reliable critical services, namely water, sanitation, and solid waste management for urban residents in the Limpopo River Basin. This includes improving public financial management and increasing private sector engagement. This will be a five-year position based in Pretoria, South Africa, with oversight of activities in South Africa, Botswana, and Mozambique.

Reporting to the Chief of Party (COP), the DCOP/Ops will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance, and procurement support to Tetra Tech in the execution of the activity.

Responsibilities:

* Ensure compliance of project operations with USAID, Tetra Tech Home Office, and other required administrative policies and guidelines;

* Oversee the administration, finance, contracts, grants (if applicable), security, and logistical support;

* Ensure timely provision and delivery of all financial, administrative, compliance, procurement, and subcontract considerations;

* On-board staff in line with local labor laws;

* Ensure full compliance in maintaining the legal status of in-country registration during the life of the activity.

Qualifications:

* Minimum of a master’s degree in public administration, finance, accounting, or another related field;

* Minimum eight (8) years of relevant experience and demonstrated experience working on USAID or donor-funded contracts of similar size with increasing responsibility;

* Minimum five (5) years of supervisory work experience in a role related to accounting, payroll, procurement, and logistical support services in Southern Africa or a similar context;

* Advanced Excel skills and proficiency in accounting software such as QuickBooks;

* Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;

* Detail-oriented and ability to prioritize tasks and support activity implementation while ensuring adherence to required policies and protocols;

* Professional fluency in English required;

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
