About the Job

The Deputy Field Coordinator follows up on the security management of Somalia Delegation. S/He supervises and coordinates field movements and security-related aspects of the ICRC operations in Somalia.

This is a national/resident position based in Mogadishu, Somalia.

Duties and Responsibilities

  • Supports the Field Security & Crisis Management Coordinator (FSCM Co.) on security related matters in Somalia, particularly on these files; Security companies, Radio Room, Passive security and field movement.
  • Analyses the security environment in Somalia, identifying threats and risks, with the aim of providing guidance and advice on mitigation measures.
  • In close coordination with the FSCM Co, updates and reviews ICRC security rules and contingency plans within Somalia.
  • In close coordination with the FSCM Co and administration department, advises and actively supports the Premises department regarding the implementation of active and passive security measures in Somalia (quality control and guarantees).
  • Builds a relevant and solid network of interlocutors among security forces, clan elders, humanitarian agencies, business, and religious circles relevant to ICRC acceptance and security in Somalia.
  • Develops and maintains regular contact with a network of security interlocutors within UN agencies, INGOs, embassies in Mogadishu.
  • Advises and actively supports the FSCM Co. in establishing/strengthening the stakeholder mapping of the delegation and related network of security interlocutors in Somalia.
  • Understands the security dynamics across the country and provides context analysis and reporting.
  • Supports the FSCM Co. on issues related to the security management of PNSs/IFRC in the framework of security management agreements.
  • Supports and builds the capacities of the Somali Red Crescent Society (SRCS) with regards to security management, passive security and contingency preparedness.
  • Acts as focal point for the security management of the ICRC contracted air companies landing in Somalia.
  • Analyses and manages highly complex and sensitive information relating to the networking file.
  • Supports sub-structures management in evaluating the security risks and the efficiency of the security measures put in place.
  • Monitors and supports the implementation of the plans of action and Minimum-Security Requirements at sub-structure level.
  • Ensures the effective implementation of security procedures and processes at field level.
  • Ensures adherence to the security rules during field trips amongst the field teams.
  • Works closely with the Premises Maintenance Officer on the implementation of the Road Map process (security of the offices and antennas).
  • Coordinates the security drills at the sub-structures level and drafts lesson learnt report to improve staff awareness and the security set-up.
  • Facilitates Safety Awareness and Field Experience through Security in the field trainings (SAFE1& 2) for all staff with support of the SAFE Trainer and Coordinator as per the annual training plan.
  • Participates in the annual meeting of Training Relays and monthly SAFE Training Relay meetings.

Minimum qualifications and required competencies

  • Bachelor’s degree in social sciences, International Relations, or equivalent qualification in related field of study
  • More than 5 years of experience in security management in the field; knowledge of the ICRC’s field security and crisis management system is a plus
  • Specialized Security training is desirable
  • Proven capacity to plan, organize, implement, and lead efficiently in security and field coordination matters
  • Experience in establishing and maintaining a collaborative relationship with different stakeholders
  • Experience in dealing with private security companies and armed guards
  • Confirmed experience in passive security management
  • Team leadership skills and ability to work independently.
  • Excellent command of written and spoken Somali and English
  • Proficiency in MS office suite
  • Flexibility and willingness to travel extensively in Somalia.
  • Very good knowledge of security environment in Mogadishu and Somalia in general.

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. State parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts.
