The selected candidate will be reporting to the Human Resource Coordinator

Main Purpose

Support the HR Coordinator through delegated tasks and responsibilities according to the instructions of the HR Coordinator and MSF protocols to improve the management of human resources and contribute to the professional growth of MSF employees in the mission. Replace the HR Coordinator in his/her absence

Accountabilities

  • Support HRCo in developing and implementing Human Resource operating policies and procedures for the mission.
  • Provide effective senior HR support for emergency preparedness, response, and crisis management.
  • Ensure the follow up of the specific HR dossiers: implementation of the internal audit recommendations.
  • Participate in the recruitment and selection processes, as well as in the induction programmes and welcome briefings/sessions to recruit and prepare the most suitable candidates for the mission.
  • Work closely with HRCo on developing and finalizing the Human Resources Fundamentals for the mission.
  • Collaborate with department heads and projects on the Annual planning and mid-year review to align HR with mission objectives.
  • Investigate Fraud and corruption cases related to the HR Department.
  • Oversees payroll process and is responsible for verifying and validating payslips, tax, social security, deductions, and Homer system data.
  • Collaborate decisively on the rollout of Scholarships for community potential people.
  • Ensure the meticulous follow-up of specific HR dossiers and internal audit recommendations.
  • In close collaboration with the Heads of Offices and Head of Resources, looks for the best options to avoid and/or solve possible labour conflicts in the offices.
  • Oversees the enrollment in MSF provided medical insurance and for all contracted staff.
  • Supports and advises on subscription staff medical insurance policies as well as updating and administering medical reimbursement policies.
  • In-depth knowledge in employment law, HR administration, workforce and organizational planning, compensation and benefits, recruitment, selection and staffing, performance management, learning and development, employee relations, staff health and safety, and employee engagement.
  • Support HRCO and the Projects and implementing strike contingency and Intervention plans.
  • Provide support for SKID (intersection supply project) and collaborate with EPREP on targeted interventions.
  • OCG focal point for the intersectional benchmarking for salaries and living condition process.

    Requirements

Education

Essential University degree or further specialization in management (business, HR), administration, finance, or relevant field of study.

Experience

  • Essential experience in HR Management positions (minimum 4 years).
  • Desirable experience in MSF or another NGO’s (minimum 2 years)

Languages

  • Excellent command of English and Swahili are essential.
  • Knowledge of Somali language is an asset.

Knowledge

  • Essential computer literacy (Word, Excel, internet

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
