Assignment period:09/01/2025 – 12/31/2027 / full-time

Job description

Development Workers provide their professional experience and skills at the local and grassroots level in support of sustainable development. The engagement follows an understanding of advice that promotes change on an equal footing with local partners.

Both positions form part of the projects “Support to Inclusive and Adaptive Social Protection (SPP)” aiming to improve the provision of social protection at the local level and „Local Governance for Poverty Reduction (LG4P)” aiming at strengthening poverty-oriented and inclusive local governance.

Your tasks

Both positions will contribute to enhancing access to local service delivery, improving social protection, and citizen participation in local governments.

The position in Nyabihu is more focused on the social protection aspects while the position in Nyamagabe emphasizes the aspects of service delivery and citizen participation.

The following points apply for both positions in Nyabihu and Nyamagabe

  • Support the districts (as well as subordinate local government bodies such as sectors and cells) in public service provision; this includes advise on monitoring, accessibility inclusivity and coordination
  • Provide advice on the implementation of the Government flagship social protection programme, with the focus on the use of digital systems (social registry, digital payments), and the use of social protection programmes to respond to covariate shocks
  • Contribute to the internal capacity development systems of the three districts Coordinate with local stakeholders, such as the Joint Action Development Fora, Civil Society Organisations (CSOs), or the private sector to improve service provision, the implementation of the Governments Graduation Strategy and citizen participation
  • Provide advice on inclusive citizen participation, particularly on the integration of people with disability, women, and youth

Your profile

For the position in Nyabihu a profile more focused on social protection is sought, while the position in Nyamagabe requires a profile focused on experience in service delivery and/or citizen participation. However, both positions should feature experience with local governments.

  • University Degree in public management and governance, social protection, social science, development studies, or any other relevant field
  • Experience in working with local governments
  • Experience in social protection, ideally including on adaptive social protection and different targeting methods
  • Experience in working in Sub-Saharan Africa (experience in Rwanda would be an asset)
  • Experience in the application of digital tools for development
  • Strong skills in teamwork, networking, facilitation and cooperation as equal partners
  • Structured way of working with a high level of self-organisation, flexibility, and creativity
  • Business fluent in English, knowledge of French is an advantage
