The purpose of this baseline study is to benchmark the project based on the data
around project goals and indicators to enable the measurement of project impact. This
will enable future measurement of project impact, and to appraise the current project
design. The overall objective of the survey is to establish the status of the baseline

project beneficiaries as defined by the defined indicators. The baseline outputs will also
help in developing an appropriate tool for Monitoring and Evaluation (M&E) program
interventions that targets specific results (outputs, outcomes and impacts).
4.0 Baseline Scope
The scope of the baseline survey is to gather information from a representative sample
of the project beneficiaries i.e. (workers) from Satemwa Tea Estate in Thyolo and
Kawalazi tea Estate in Nkhatabay. This includes 1,500 female and 4,900 male workers,
their families and the surrounding communities.
5.0 Methodology
The consultant is expected to develop a suitable methodology, survey design and data
collection instruments that have to be approved by FTA. It is expected that the survey
will employ mixed methods i.e. qualitative and quantitative approaches to allow for
triangulation and verification of data. The data should be collected using electronic
applications to enable easy review, consolidation and analysis of the data.
6.0 Indicators to be included in the baseline
The Project Logframe complete with approved project indicators, as well relevant
programme level indicators will be shared with selected consultant prior to the task.
7.0 Baseline Stakeholders
Stakeholders targeted in the baseline survey include the following:
 PAWU
 Tea estate workers
 Tea estate management representatives
 Chiefs and land custodians of target communities
 Available women groups in target communities
 Community members of the two project communities in Nkhatabay and Thyolo
(including consultation with different segments of the communities stratified by
gender, age, education, occupation etc.)
 Social / Religious & community leaders
 Project Implementing partners i.e. FEDOMA, MIM, Kusamala Institute of
Agriculture and Ecology, Ministry of Labour and Vocational Training

8.0 Deliverables
The consultant will be required to produce the following outputs:
 An inception report: In the inception report, the consultant will describe
the methodology and work timelines
 Survey tools: The consultant is expected to develop a set of relevant
electronic data collection tools to collect data which will be shared with FTA
for signoff before the start of the data collection.
 Draft report which should contain both qualitative and quantitative data
presented in engaging ways
 Final report – the final report will be developed after the validation of the
draft report
A baseline presentation ideally in PowerPoint – a slide show of no more than 20 slides
that summarizes the baseline findings presented in the FTA corporate templates.

9.0 Qualifications of the Consultant
The successful candidate will have the following qualifications:
 Graduate qualifications/expertise in Agricultural Sciences, International
Development, Community Development and or related field.
 5 years’ experience in conducting agricultural surveys locally and preferably,
regionally.
 Extensive knowledge of and working experience with agricultural value chains
 Computer literate
 Good interpersonal skills

We work through primary structures such as product groups, country partnerships and regional networks which enable members to have a strong voice in the governance and management of the organisation. We operate four regional networks: Eastern and Central Africa Network (FTA-ECAN) based in Nairobi, Kenya; West Africa Network (FTA-WAN) based in Accra, Ghana and Southern Africa Network (FTA-SAN) based in Cape Town, South Africa.
