ORGANIZATION SUMMARY:

POSITION SUMMARY:

The Director for Grants and Business Development (DG&BD) is responsible for leading and managing all proposal development efforts for the South Sudan office, including existing and new programmatic initiatives. This involves leading the process of developing narratives, budgets, and relevant attachments and coordinating inputs from all other staff relevant to the initiative at the field and home office levels. The (DG&BD) also maintains working relationships with the donor, cluster leads, consortium members, and institutions at the Juba level.

ROLE & RESPONSIBILITIES:

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

    Program Quality Assurance

  • Ensure Quality Program Design and Implementation with strict adherence to Core Humanitarian Standards and other relevant requirements by donors.
  • Contribute to the enhancement and development of monitoring and evaluation (M&E) tools for World Relief’s country operations.
  • Ensure compliance through management of donor relations and requirements
  • Ensure continuous learning and adaptation of projects through regular collection and analysis of community feedback as provided under the community feedback mechanisms.
  • Collaborate with Technical Managers to ensure high standards of program delivery, providing ongoing adjustments and adaptations to enhance impact
  • Lead in operationalization of World Relief’s DMEAL systems, donor requirements, and organizational standards.
  • Oversee the efficient and compliant planning and utilization of resources, ensuring adherence to established risk management procedures.
  • Oversee the timely and high-quality preparation of internal and external reports, ensuring accurate and transparent communication with donors.
  • Provide technical support on M&E practices and offer evidence-based recommendations to relevant WR Project Managers and partners.

    Business Development

  • Closely work with the Country Director, Program Director, and other relevant staff for the development of the Country Strategy, review and implementation of the country office strategic plan.
  • Advise the Country Director and other senior management on strategy for program development and Go/No-Go decisions for specific funding opportunities.
  • Expand program portfolio by identifying new funding opportunities
  • Lead the development of the grants strategy, fundraising plan, and integrated program work plans.
  • Lead the development of all new and amendments of public funding proposals
  • Lead in project initiation, start up workshops, partner engagements, project closure and handover processes
  • Ensure programmatic risks are identified and proper risk measurements are placed and implementation of the risk management plans are monitored
  • Work with the Program Officer at the Home Office for the development of private fundraising (foundations, major donors, and churches)..
  • Collaborate with the Program Officer and other support staff at the Home Office to develop USAID/BHA proposals and other proposals being led at the home office. Partnerships, Networking and representation
  • Ensure strong partnerships with UN agencies, international and national organizations.
  • Serve as the point person for WRSS in any consortium proposals in which WRSS could be the main or a sub-recipient.
  • Represent WRSS with donors at the Juba level including but not limited to USAID/BHA and UN agencies.
  • Develop country partnership strategy and lead in capacity assessment of potential partners

    Communication

  • Support the development of communication tools and products including project briefs, brochures, and newsletters.
  • Lead documenting best practices and lessons learned from proposal development processes as well as donor feedback for dissemination to technical coordinators, finance and senior management teams.
  • Coordinate the timely submission of programme reports, financial narratives, and budget modification requests to donors in partnership with the program and finance director.
  • Lead in new project launch, communication of project deliverables to government agencies, local authorities and other partners.
  • Lead in knowledge Management to meet organizational needs and standards.
  • Enhancing country profile by preparing and maintaining country-wide and sectoral fact sheets.

    People Management

  • Building capacity of program staffs on business development, M&E and Report writing.
  • Build the capacity of other staff in key competency areas related to program development.
  • Guide team members and local implementing partners to fulfil the project’s strategic goals and objectives
  • Participate in human resource acquisition and on-boarding processes

JOB REQUIREMENTS:

  • Mature and personal Christian faith
  • Committed to the mission, vision, and values of World Relief
  • Desire to serve and empower the Church to impact vulnerable communities
  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
  • Bachelor’s degree in a humanitarian field required, health or nutrition area desired, master’s degree preferred
  • 10 years’ experience in humanitarian response, at least five years in a management role
  • Demonstrated experience in managing people
  • Applications that do not demonstrate skills at this level will be disqualified.
  • Excellent oral English communication skills; Arabic language skills a plus

PREFERRED QUALIFICATIONS:

  • Demonstrated flexibility, adaptability and ability to manage multiple projects at once
  • Proficiency in Microsoft Office
  • Experience in developing and/or managing grants from public funding (USG, UN, EU, etc.)
  • Ability to understand, develop, and advise on budgets.
  • Conflict resolution and negotiation skills; interpersonal and cross-cultural sensitivity and experience
  • Technical experience in one of the WRSS’s technical intervention areas (health, nutrition, WASH, FSL, education in emergencies) is a plus
  • Christian faith and adherence to World Relief’s Mission, Vision and Values
  • Ability to maintain performance expectations in a hardship location
  • Demonstrated experience in MEAL
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up and expansions, manages growth under limited time constraints as well as has been involved in program close-out.
  • Strong skills managing a diverse team, including hiring, supervising, and training host-country local personnel.
  • Financial management experience, including budgeting, financial management (tracking, reporting and accounting), and procurement.
  • Experience with grant activity design, development, implementation and comprehensive monitoring and evaluation.
