BACKGROUND

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking an experienced Director of Finance and Administration (DFA) for the anticipated USAID-funded Multi-Year Emergency Food Security program in South Sudan. If awarded, the three-year program will address emergency and food security needs in a sub-region of South Sudan by restoring rural livelihoods and productivity and strengthening community cohesion and disaster risk management. This position will be based in Juba, South Sudan.

RESPONSIBILITIES

The Director of Finance and Administration (DFA) is responsible for the primary oversight and in-country leadership of all financial reporting and administrative operations for the life of the program. In particular, the DFA oversees financial operations for the project and conducts continual reporting to ensure the financial health of the project and the correct usage of funds. This position will report to the Chief of Party (COP).

Specific responsibilities include, but are not limited to:

  • Providing financial management and analysis for all aspects of the program;
  • Supervising finance, human resources, and administrative staff (I.T. included);
  • Developing and maintaining sound financial management systems in line with USAID and FFP rules and regulations and Global Communities’ policies and procedures, and accounting principles;
  • Managing the project budget, ensuring all costs incurred by Global Communities are accounted for and in compliance with local laws;
  • Managing cash flow forecasts and monitoring its liquidity, including decisions on foreign currency transactions;
  • Providing financial control, develop financial reports, and make recommendations to HQ on budget expenditures;
  • Ensure financial reporting is in accordance with donor contractual requirements;
  • Serving as the focal point for internal, government and/or donor audits and implementing audit recommendations on a timely basis;
  • Leading the bi-annual budgeting & monthly projection processes in partnership with HQ and program teams; and
  • Guiding HR team in policy procedure establishment, interpretation, and maintenance.

PERFORMANCE PERIOD

The anticipated period of performance for this assignment is three years, from approximately April 2020.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated leadership of teams and local partners, with prior DFA experience highly preferred;
  • Ability to set up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds;
  • Humanitarian response, conflict mitigation, or other related field experience required, experience on USAID FFP funded projects preferred;
  • Significant experience ensuring programs include and benefit vulnerable and marginalized populations (e.g. women, elderly, individuals with disabilities, the very poor);
  • Self-motivated, demonstrated capacity to work effectively in a fluid operating environment with minimal supervision;
  • Strong oral and written communication skills, as well as a track record of achievements and results in similar projects are required; and
  • Fluency in written and spoken English required, with a knowledge of relevant local languages preferred.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in a discipline related to accounting, finance, business management or administration, or related field of study;
  • Minimum five to seven years of progressively responsible field-based financial management experience on relevant donor-funded programs required, including at least three years of experience with livelihoods, food security, or resilience programming;
  • An equivalent combination of education and experience; and
  • Experience working in conflict and post-conflict environments, prior experience in South Sudan preferred. Citizens of South Sudan are encouraged to apply.
