Counterpart International is currently seeking a Director of Finance and Administration (DOFA) to set up, and thereafter manage, the Stability Through Economic Progress, Unity and Peacebuilding (STEP UP) activity in Pemba, Mozambique. The STEP UP activity will support grants and capacity development to innovative local businesses and groups, with a focus on areas prone to conflict, including but not limited to Cabo Delgado. The purpose of the activity is to allow communities to participate more actively in their own development through directly providing opportunities and tools. The DOFA will support the in-country management of the program, ensuring the implementation of programmatic activities and overseeing the work of long-term staff and short-term experts and ensuring compliance with US government rules and regulations. This will be a full-time position based in Maputo or Pemba, Mozambique. This position is contingent upon award.

Responsibilities

The DOFA will assist the Chief of Party with team building, office and project set up, administration, contract compliance, and payroll to ensure that the team achieves and reports on all benchmarks and deliverables. The DOFA will be responsible for all financial management, logistical operations, and human resources management and will lead financial management and compliance for the activity. He/she will review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management. The DOFA will ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Counterpart International and USAID guidelines and regulations. The DOFA will prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and can monitor their respective budgets. The DOFA will also be responsible to prepare quarterly reports, consolidated annual fiscal reports, cumulative life of project report, and any other required donor submissions. The position will report directly to the Chief of Party.

Qualifications

  • University Degree required.
  • Minimum eight (8) years of experience working in finance and administration in developing countries, preferably in Mozambique or the region.
  • Proficiency in Microsoft programs, i.e. Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting-software programs.
  • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.
  • Experience supervising teams of diverse staff and demonstrated leadership capacity;
  • Previous experience managing USAID-funded programs is required;
  • Experience managing programs in insecure and rapidly changing environments;
  • Demonstrated experience in capacity development for innovative local businesses and groups;
  • Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
  • Excellent oral and written communication skills in English required;
  • Professional fluency in Portuguese is required.
