“EmployAble: Catalyzing Youth with Disabilities to find Pathways to Skills Development, (Self) Employment and Sustainable Livelihoods” Project

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of, persons with disabilities. One of the six program priorities for ECDD is advancing disability inclusive vocational skills training and livelihoods, and ECDD is currently implementing a number of projects promoting the inclusion of youth and adults with disabilities in mainstream vocational skills training, and in wage and self-employment in Ethiopia.

ECDD, in collaboration with Sint Antonius Stichting-Projecten (SAS-P) and See You Foundations in the Netherlands, has launched a project entitled ‘EmployAble: Catalysing Youth with Disabilities find Pathways to Skills Development, (Self) Employment and Sustainable Livelihoods’.  It is an action-learning project, with a focus on multi-stakeholder involvement and inter-country exchange and learning. The objective is to enhance employment of youth with disabilities by supporting a number of Technical and Vocational Education and Training (TVET) institutions and employers to become models of disability inclusion. The EmployAble project also facilitates TVET enrolment by mobilizing youth with disabilities and assessing their capacities and interests by a multi-disciplinary team, leading to training course placement. The project further supports access to scholarships or bursaries if needed, and provides psychosocial support for youth with disabilities throughout the process of enrolment, training and job placement.

The strategic ambition of the project in Ethiopia is creating an enabling environment and facilitating 5000 youth with disabilities who seek training and/or work in Tigray, Amhara and SNNPR/Sidama Regions to have a sustainable and decent employment by the end of 2025.

The EmployAble project involves a two-phase scaling-up process: an adaptation phase up to the end of December 2022 and a three-year expansion phase up to the end of December 2025. The adaptation phase (Sept. 2020-Dec. 2022) will be implemented in Addis Ababa and in Sidama Regional State’s Hawassa town catchment areas.

 

 

Description of Tasks

The Disability Inclusion Advisor is based in the ECDD Head Office, Addis Ababa, and reports to the ECDD EmployAble Project Coordinator. The Advisor is responsible for the development and implementation of the project’s strategy for promoting, facilitating and building organizational capacity for inclusive vocational skills training by government and private TVET institutions and personnel. In addition, the Disability Inclusion Advisor, in collaboration with the Project Coordinator, is also responsible for the monitoring, evaluation and reporting of activities and results of the EmployAble project.

Specifically, the Disability Inclusion Advisor will:

1.    Help prepare an annual Work Plan for the implementation of EmployAble project activities together with the Project Coordinator.

2.    Coordinate the planning, implementation and delivery of organizational capacity strengthening activities for disability inclusion with project partners.

  1. Prepare training materials, organize workshops and provide various capacity building trainings on disability inclusion for TVET personnel and stakeholders.
  2. Design and disseminate IEC materials on disability inclusion to TVET and other training personnel.

5.    Recruit and supervise a team of 30 Disability Inclusion Facilitators (DIF), at least 60% persons with disabilities, trained and qualified to provide practical support to TVETs and employers on how to make reasonable accommodations to training and work environments.

  1. Work closely with the Federal TVET Agency and Regional TVET Agencies to promote the implementation of inclusive TVET.
  2. Support and initiate partnerships between TVET institutions, employers, and government authorities towards realizing disability inclusive TVET in Ethiopia.

8.    Work with Woord en Daad TVET Advisors to support TVETs to improve the quality of their training by linking their curriculum to the needs of employers.

9.    Recruit and supervise Inclusive Job Developers who will work with employers for job matching and placement of trainees with disabilities, and support the Job Creation Commission (JCC) and TVETs in their work readiness and up-skilling activities.

  1. Promote and facilitate the recruitment and employment of workers with disabilities by factories located in various Industrial Parks.

11. Design and implement systems to assist Project Officers for the mobilization of youth with disabilities to join mainstream TVET and CBT trainings.

12. Facilitate the employment of trainees with disabilities by providing guidance on inclusive workplace policies and practices to public and private sector employers and recruitment agencies.

  1.  Provide technical support to the Ethiopian Business and Disability Network (EBDN) and its members in their efforts to promote inclusive employment.

14. Keep abreast of relevant developments related to disability inclusive TVET and employment in Ethiopia.

  1. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.

16. Monitor and evaluate progress on achievement of project results, and provide data and information to the ECDD M&E Coordinator.

17. Prepare quarterly reports of activities accomplished, in collaboration with the EmployAble Project Coordinator.

  1. Support the use of the Disability Inclusion Score Card (DISC) tool in ECDD trainings and by partners, and ensure the collection of DISC tool results from selected institutions.
  2. Oversee the collection, documentation and dissemination of lessons learned, case stories and good practices of the project and its partners.
  3. Undertake such other tasks as may be assigned by the See You EmployAble Program Manager, the EmployAble Project Coordinator and/or the ECDD Program Director.

Job Requirements

 qualifications:

1. Education – minimum Masters in Social Work, Business Administration or a related field

2. Professional experience – minimum 8 years of responsibility for the implementation of donor-funded projects related to vocational skills training and work

3. Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia

4. Good knowledge of the practice and profession of special needs education

5. Previous professional work in vocational skills training desirable

6. Previous business experience desirable

7. Previous professional experience working with persons with disabilities desirable

8. Excellent interpersonal relationships and team work

9. Excellent communication skills

10. Able and willing to travel frequently to the project intervention areas

11. Competence in the use of computer applications

12. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable

In 2005 several individuals in Ethiopia came together to discuss how to address the challenge of more effectively meeting the needs of persons with disabilities in Ethiopia, and ensuring their access to mainstream service delivery as well as development programs. They decided to create a new type of Ethiopian organization, one that would promote and facilitate disability inclusion, but not by providing disability or rehabilitation services to individuals. They decided to create an organization that would reflect, in its structure and programs, certain core values: majority governance by persons with disabilities and family members, gender equality, and positive bias (affirmative action) in the employment of staff. Finally, rather than create a membership organization of persons with disabilities, they decided to create an association composed of prominent individuals, both professionals with and without disabilities, 50% women, reflecting different aspects of society.

Thus the Ethiopian Center for Disability and Development (ECDD) was born and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered by the Charities and Societies Agency on 6 December 2012, as an Ethiopian Residents Charity, Registration No. 0321. By 2012 ECDD Association membership had grown to over 60 members and its staff had increased to 18 full-time employees, over half of whom are persons with disabilities.Today ECDD has a staff of 42 persons with branch offices in Mekele, Tigray Region and in Hawassa in Southern Nations, Nationalities and Peoples’ Regional State, and Local Disability Advisors in Afar, Somali and Oromo Regional States.
