Background

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against drugs, crime, terrorism, and corruption. It is a leading provider of specialized assistance to governments and operates through an extensive network of field offices. The UNODC Regional Office for Southern Africa (ROSAF) works in all areas of UNODC mandate.

UNODC’s technical assistance in Angola includes the development of specialist institutional capacities, training, appropriate legislation, and international cooperation to stop illicit financial flows and deny criminals the opportunity to benefit from the proceeds of organized crime, in accordance with international standards and good practices.

With funding from Japan, UNODC is strengthening the capacities of relevant national authorities through technical assistance and capacity building to criminal justice and law enforcement institutions, as well as through the promotion of regional cooperation. UNODC supports Angola in three interlinked areas: 1. Strengthening the national capacities to prevent and counter illicit financial flows and related profit-driven illegal activities, including tax fraud and smuggling practices. 2. Enhancing the ability of the tax administration in taxation, and tax law for international investment to effectively detect and deter illegal tax evasion practices. 3. Promoting public-private sector engagement to foster collaboration among law enforcement, the General Tax Administration (AGT), justice institutions, the private sector, and civil society, with the goal of leading to more cohesive and effective efforts in combating illicit financial flows, including tax evasion, and enhancing economic stability.

Purpose of the assignment:

Under the overall direction of the Regional Representative and the direct supervision of the programme coordinator based in Angola, the driver/clerk will be responsible for providing reliable and safe driving services to the Project. S/he will also be responsible for providing clerical support to various project staff as required, including day-to-day office project work as well as during events such as workshops, meetings, conferences, seminars, and training activities.

Duties and Responsibilities

The driver/clerk undertakes the following tasks:

  • Provide reliable and secure driving services to the Project and POANG personnel, as required.
  • Drive with due care at all times by adapting driving to road and weather conditions, through defensive driving and effective speed management.
  • Accurately maintain the vehicle log to ensure proper and efficient vehicle use, and fuel consumption supporting accurate accounting, and reporting the same to the Head of Office as per the established reporting frequency.
  • Ensure proper day-to-day maintenance of the assigned vehicle by keeping the vehicle clean and in good working order at all times, and ensure that minor repairs, timely change of oil, check of tyres, brakes, car washing etc. are carried out.
  • Report any mechanical fault and due vehicle maintenance in good time for service and repairs to be carried out and cross check to see that the repairs were properly completed to ensure its safe and efficient operation.
  • Ensure that the vehicle manufacturers’ periodic service schedule is followed and that such service is carried out by a brand-authorized workshop.
  • At all times, make sure that copies of vehicle insurance including office directory, map of the city/country, first aid kit and necessary spare parts are available.
  • Ensure that the vehicle is fully equipped to comply with local laws as well as with the mandated UN SRM measures in effect at the duty-station.
  • Ensure that all immediate measures required by Host Government and UN rules and regulations are taken in case of involvement in accidents.
  • Possess full knowledge of local traffic laws and rules and comply with them at all times.
  • Participate in road safety-related briefings and trainings as instructed
  • Support the project team by providing administrative and clerical support as requested, including in preparing, copying, collating, binding, filing and distributing documents, mail and notifications, as instructed
  • Provide any other clerical support to the office as may be required
  • Support hospitality and orientation support of personnel and other individuals, especially of new staff and visitors and guests of the Project team and the Country Office, as required.
  • Ensure security and safety at all times especially while driving and respond to radio checks/calls at all times.
  • Perform other duties as required.

Required Skills and Experience

Education:

Secondary Education with relevant trade test, and valid driving license

Experience:

  • A minimum of 3 years’ work experience as driver.
  • Sound knowledge of UN and Angola driving requirements.
  • Demonstrable skills in carrying out minor vehicle repairs are necessary.
  • Prior experience working as a driver/clerk is a requirement, preferably with an international, national or NGO office is required.
  • Work experience with the UN or other international institutions with stringent accountability rules would be an asset.
  • First Aid Skills are desirable

Language:

  • For this position, fluency of Portuguese, is required. Knowledge of another United Nations official language is an advantage.

Assessment: The evaluation of qualified candidates for this position will include a Practical Driver Assessment.
