About Expertise France

Expertise France is the public agency for the design and implementation of international technical cooperation projects, a member of the AFD Group. The Agency intervenes around four priority areas:

  • Peace, stability and security.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise as well as a project coordinator involving public expertise and private know-how.

Expertise France in Ethiopia

With more than 120 million inhabitants, hosting the African Union headquarter, Ethiopia is a key country on the continent. In recent years, the country has seen a constant strengthening of its bilateral cooperation with France and benefits from the largest European programme in sub-Saharan Africa.

This has resulted in an increase of more than 140% in the Agency’s portfolio in 2024, which now stands at €32 million and is expected to exceed €45 million by the end of the year. The country is also home to two strategic regional projects in education and heritage, and a team of 3 ITE, which is being reinforced by 6 additional ITE.

The Expertise France country team should increase to nearly 50 people.

To support this development, the Agency has decided to structure a country directorate and a project support unit in Addis Ababa, as of September 2025.

Location and position

Based in Addis Ababa, Ethiopia, the position of Driver is under the direct hierarchical responsibility of the Logistics Officer – Facilities.

The managerial report is: Logistics Officer / Logistics Manager / Support Services Coordinator / Country Director / Geographic Department / Operations Department.

The functional link of the Logistics division is provided by the General Resources and Information Systems Departments based at the headquarters in Paris and the Regional Security Coordinator based in Nairobi.

The PSU is made up of four main units necessary for the implementation of projects: Purchasing and Contracts, Logistics, Administrative and Financial and Human Resources.

The Logistics division, supervised by the Logistics Manager, is also made of two Logistics Officers (Facilities and Programs) and three drivers.

2/ Job description

Main missions

The Driver will be responsible for transporting personnel, running administrative errands and keeping the assigned vehicle in good working order.

He/she will also be responsible for the presence and operation of the equipment required for the transport of people and goods and, more broadly, for the safety on board passengers.

Main activities

Security

  • Comply with national legislation and apply the internal rules of transport (speed, overtaking, traffic lights, etc.)
  • Know the different safety zones identified and the safety protocols applicable to vehicle movements
  • If necessary, remind the person in charge of convey the applicable rules for the communication of movements

Vehicle condition

  • When picking up the vehicle, or on a daily basis if the vehicle is permanently affected, check the technical condition of the assigned vehicle (condition of the tyres, oil, fuel, brakes, radio equipment, spare parts, etc.), make the necessary refills
  • Ensure the cleanness of vehicles.
  • Carry out a handover with the next driver if applicable by filling in the handover booklet
  • Report the need for preventive maintenance or repair of the vehicle used
  • Detect mechanical problems/breakdowns. Keep the Logistics Department and the Supervisor informed of any road anomalies observed

Administrative

  • Ensure that all vehicle documents and your own administrative documents (driver’s license and ID) are valid and present before each movement
  • Ensure that passengers have the necessary documents for the relevant trip/travel in accordance with the applicable EF rules; or report it to the Logistics Officer without delay
  • Verify the presence and condition of the intended identifiers
  • Obtain and communicate payment documents related to vehicles (fuel, washing, repairs, spare parts, etc.)

Passenger transport

  • Welcome visitors and accompany them in the procedures with the hotel and the airport;
  • Transport staff as part of their work needs as defined by the Logistics Officer (Facilities)
  • Propose a rationalization of movements to the Logistics Officer if identified

Other

  • Participate and ensure the proper loading and unloading of the vehicle
  • Write reports of accidents caused or suffered by cars
  • Fill in the required follow-up documents (passenger movements, fuel, maintenance, etc…)

This list of responsibilities is not exhaustive. The Chauffeur.se will also have to support the Logistics team in any task necessary for the proper functioning of the service.

3/ Profile

Qualifications and Experience

  • Hold a valid driver’s license
  • Have a standard foundation in auto mechanics
  • Have at least one (5) years of experience as a driver. INGO or development organization experience is an asset
  • Have the ability to drive 4×4 vehicles
  • Having done the defensive driving training is a plus
  • Ability to work in a demanding environment
  • Strong capacity for autonomy, independence of mind and impartiality

Skills and knowledge

  • Interpersonal skills. Team spirit and collaboration. Service orientation
  • Good written and oral knowledge of English.

4/ Conditions of Employment:

  • Employee contract under local law, via a third-party employer company
  • Duration of the contract: Fixed-term contract of one year renewable with the possibility of renewal or extension and/or perpetuation before the end of the contract depending on the performance evaluation and available budget.
