ABOUT THE JOB:

PCI is recruiting for 12 Woreda DRM officers for the new USAID funded five years  Pastoral Areas Resilience Activity (PARA), multi-million dollar, US Agency for International Development (USAID)-funded project in Ethiopia that will improve resilience to enhance food security and inclusive economic growth. This multifaceted activity is expected to be a major component in USAID’s contribution to improving Ethiopia’s ability to withstand major shocks in the pastoral regions, a critical element on the journey to self-reliance. PARA’s core activities will target 250,000 households (approximately 1.5 million people) in 5 Zones. Specifically, the project will tackle the root causes of vulnerability for lowlands households to withstand and recover from climate and conflict related shocks and stresses. These include weak disaster risk management capacity at different levels, limited livelihood diversification options, poor livestock and crop productivity, weak market linkages, and low levels of nutrition. Implementation will focus on systems change, with a strong learning component to ensure interventions are adapted per the latest analysis and research. Partnerships with other implementers, donors, the GoE, and the private sector will be essential to reach the scale needed for real systems change.

The Component 1, Woreda level (DRM) officers will be responsible for overall coordination and management of RIPA`s –component 1 Disaster risk management as well as ensuring Woreda level technical coordination and collaboration across these areas including crises modifier interventions. S/he will work closely with the project leadership team, Zonal area manager and local partners to design and implement DRM systems that are responsive to all programmatic and organization/donor reporting needs. The officer will also support project’s resilience learning agenda in close collaboration with the project and external stakeholders, including the local Government of Ethiopia (GOE), civil society, the private sector, USAID, and other donors and development projects – to disseminate evidence-based learnings and contribute to collective impact

The officers will be based in either RIPA Woredas of Borena, Guji, Liben and Dawa Zone of Somali region and South Omo and will serves as primary point of contact for RIPA project in his/her respective Woreda.

KEY DUTIES AND RESPONSIBILITIES:

Program Activities

  • In coordination with Zonal DRM coordinator, train, supervise development and field agents on how to better plan and implement DRM activities at Woreda and kebele levels.
  • managed D-RISK Processes using existing D-RISK documents, designing & developing techniques & tools, staff training, data collection, as well as information sharing and utilization at Woreda and community levels
  • Along with other technical staffs ,actively engage in execution of key strategies and activities aimed at strengthening  GoE Early Warning Systems at Woreda and Kebele levels
  • Provides professional guidance and technical assistances to project staffs and Woreda government staffs on strengthening Disaster Risk Management Systems
  • Based on technical direction of RIPA`s DRM Zonal coordinator, provide overall guidance, technical advice and practical supports to the Woredas and community level development agents on how to conduct  community DRM – vulnerability, hazard and capacity mapping
  • Focus on implementation of key activities and tasks related to Disaster Risk Management Systems, Afriscout/participatory rangeland management (PRM) and WE ( women empowerment) activities
  • Ensuring the quality and standards of AfriScout/PRM and Disaster Risk Management activities and tasks
  • Provide inputs for the developing and customization of  different materials and tools such as implementation guidelines, training manuals, planning guidelines, planning & reporting forms, monitoring & evaluation tools, marketing and branding strategies, knowledge sharing & learning checklists for both Disaster Risk Management, AfriScout/PRM, TOPs, Livestock and crop production and marketing and nutrition interventions
  • Organize and deliver training and meetings related to disaster risk management and AfriScout/PRM and WE activities at Woreda and kebele levels
  • Organize and deliver varies training to project staffs  as well as Woreda and  kebele level government staffs on how to develop and effectively implement Disaster Risk Reduction//Climate Change Adaptation Plan and Contingency Plan  that focus on building community’s Resilience ;
  • Ensure the full integration of DRR/CCA activities into existing government systems at Woreda and kebele levels
  • Participate in Woreda level meetings and trainings related to Disaster Risk Management and play active and engaging role
  • Conduct budget monitoring and ensure physical achievements  are in line with budget utilization
  • Coordinate with DRM team lead  in developing contingency mitigation plans using the D-RISK data 

Planning and Reporting

  • Along with Zonal technical teams, involve in the development of implementation plan and submit to DRM team lead/DCOP on a regular basis for Disaster Risk Management, AfriScout/PRM, and WE activities at Woreda and kebele  levels
  • Together with Zone and  other Woreda level RIPA technical teams, prepare and submit quality and comprehensive reports on Disaster Risk Management and AfriScout/PRM, WE  to Zonal Coordinator  and ensure similar reports from other components on timely, regularly and quality as per the standards
  • Provide technical supports to the Woreda and kebele teams to plan well in advance and timely submit a comprehensive accomplishment report both on Disaster Risk Management, AfriScout/PRM, and WE interventions
  • Ensure the successful application of Agile management system with the Woreda and  support the scrum master to facilitates the daily scrum activities and monthly sprint review and sprint retrospective activities and reporting

Monitoring and Evaluation

  • Ensure that Disaster Risk Management and AfriScout related activities and tasks are implemented with high quality & timely as per D-RISK procedure, DRM principles & approaches
  • Ensure that effective M&E and accountability mechanisms are in place at Woreda and kebele levels and that relevant information, statistics & analysis are provided for donor reports, situation reports, case studies & communications related to Disaster Risk Management and AfriScout/PRM and WE activities
  • Ensure that the monitoring and evaluation are carried out jointly, regularly and timely as per the standards for Disaster Risk Management, AfriScout/PRM, WE and related activities and tasks

Linking, Networking, coordination at Woreda level

  • Work closely with Local government responsible line offices, RIPA IPs and stakeholders, other strategic partners for effective implementation of component 1 activities – Disaster Risk Management, Afriscout and WE at Woreda levels
  • Determine the point of contact for the strategic actors and sectors operating on Disaster Risk Management, AfriScout at Woreda   Level
  • If possible design and develop appropriate and effective mechanisms for cooperation and coordination with the strategic partners
  • Establish, build and support links and networks between the key stakeholders so as to maintain effective and productive partnerships
  • Advocating plans and ideas within and outside the organization and maintaining a wide influential Woreda level network for RIPA and mainstreaming D-RISK, Afriscout and WE and other RIPA`s innovations technologies
  • Responsible to coordinate technical and financial issues related to D-RISK, Early Warning Systems and Disaster Risk Reduction/Climate Change Adaptation activities at Woreda and kebele levels.

Knowledge and Learning Management

  • Closely work with Zonal coordinator and CLA team and critically assess all the systems & communication channels established for program management and support researches in areas relevant to Disaster Risk Management, AfriScout/PRM, and other core component activities
  • Document best practices and lessons on quarterly bases and share for Zonal C1 and CLA coordinators

Communications Management

  • Maintain effective Woreda level project communication systems and knowledge management, including reporting, assessment, and evaluation.
  • Establish, maintain, & improve active & regular working relationships with the local government authorities, Local NGOs and implementing partners
  • Ensure that the line of communication is well understood and respected by each and every member of her/his team
  • Ensure that required support is provided promptly, at scale and in line with the rules & principles of communication system and protocol
  • Capacity Building
  • Responsible to build high performing team that meets organizational objectives and ensure own team works efficiently with other teams across organizational hierarchy of RIPA
  • Provide technical assistances to technical staffs on how to deliver the assigned tasks with high quality and standards
  • Ensure PIRA activities are in line with building the capacity of local staff towards successful implementation of DRM activities
  • Provide capacity building training for Kebele and community level DRM committee and task forces
  • Support Afriscout agents at community level on Afriscout app installation and promotion

Safety & Security Management

  • Collect security information and share for PCI-Ethiopia
  • Work closely with local customary institution towards reducing conflict triggering activities
  • Detect and analyze changes to local security environment and report security incident to appropriate parties, area manager and PCI Zonal and country office as per the policy, and security guideline
  • Provide capacity building and awareness training to the community on Do-No-Harm approaches

Job Requirements

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • BSc`s in DRM, NRM, food security, rural development and livelihood, plus five years relevant senior management experience, or Bachelor`s degree and eight years relevant senior management experience
  • Knowledge and experience working on DRM issues in pastoral areas highly desirable, particularly relevant expertise and experience with NRM in pastoral and agro- pastoral context
  • Understanding pastoral livelihood, food/nutrition security, livestock and crop production and marketing desirable
  • Previous work experience in your preferred Woreda location is desirable
  • A minimum of five years NGO experience in pastoral context is preferable
  •  Experience in project coordination and partner management, monitoring evaluation budget management and reporting is a plus.
  • Excellent self-motivation skill, excellent advocacy and commitment
  • Knowledge of participatory resource mapping, digitation and GIS application is preferable
  • Fluency (verbal and written) in English, knowledge of local language is desirable.
