Context:

Under the overall supervision of the Head of Programmes, the direct supervision of the Data and Research Unit Coordinator (Displacement Tracking Matrix (DTM)) in IOM Chad and in close coordination with the DTM Regional Office for West and Central Africa, as well as the DTM team in Headquarters, the DTM Operations and IM Officer will be responsible and accountable for supervising assigned aspects of implementation, information management and reporting of the IOM DTM programme and related IOM activities in relation to cross border mobility, displacement monitoring and data for solutions to internal displacement in the Lake province of Chad.

Core Functions / Responsibilities:

  1. Supervise and coordinate the implementation of Displacement Tracking Matrix (DTM) operations such as Mobility Tracking, Solutions and Mobility Index, Surveys, Registration (kobo and biometric) and other activities where relevant.
  2. Contribute in improving DTM Chad data collection tools, methodologies and formats and their standardization. Follow-up with different stakeholders to facilitate data exchange, as required.
  3. Provide trainings and workshops to DTM staff, enumerators and external partners where needed, and this includes sessions on DTM’s methodology and assessment tools, data processing protocols, data protection principles, definitions, etc.
  4. Carry out cleaning and analysis of data collected through regular DTM tools deployed in the Lake Province, as well as ad-hoc internal and external requests and check that accurate information is provided in a timely manner.
  5. Coordinate the production and review through established quality assurance process of DTM information products which include datasets, maps, profiles, analysis, dashboards, reports, etc. to facilitate the timely and accurate dissemination of information to partners.
  6. Coordinate the production of visuals for information products, that includes data analysis and Graphic Information System (GIS) products, and ensure that the product is validated through established quality assurance process with existing datasets.
  7. In close collaboration with the Data and Research Unit Coordinator, develop, implement, and maintain DTM Chad knowledge management repositories aimed at supporting project implementation.
  8. In close coordination with the Data and Research Unit Coordinator, monitor the partnership with relevant government authorities, UN agencies, NGOs, think tanks, implementing partners, and other stakeholders on issues relevant to DTM projects. Participate in relevant meetings where assigned.
  9. Actively contribute and effectively liaise with relevant Information Management working groups and engage in sub-cluster meetings such as Camp Coordination Camp Management (CCCM) and Inter Cluster Coordination Group (ICCG), to help strengthen and expand DTM and IOM’s presence related to data management and policy-oriented research.
  10. Facilitate the implementation and mainstreaming of DTM Unit Strategic Vision and help strengthen Data for Durable Solutions tools in the Lake Province.
  11. Ensure the application of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all DTM data management, sharing and dissemination activities.
  12. Facilitate the mainstreaming of gender perspectives and attention to specific women/girls and children’s rights issues (vulnerable groups) within all DTM activities.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Engineering, Mathematics/Statistics, Data Visualization, Economics, or a related field from an accredited academic institution with a minimum of two years of relevant professional experience; or,
  • University degree in the above-mentioned fields with four years of relevant professional experience.

Experience

  • Experience in Information Management, management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products, previous experience with DTM is an advantage;
  • Experience carrying out data cleaning and data analysis on tools such as Excel, Power BI and R;
  • Experience implementing data collection activities in a hardship duty station is a strong advantage;
  • Experience working in similar field with UN or International Organization, especially in area of human mobility is an advantage;
  • Experience working with the cluster system is an advantage;
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis; and,
  • Practical experience of how-to multi-task, prioritize and work independently.

Skills

  • Strong knowledge of mobile data collection tools, Kobo Toolbox data structure;
  • Ability to use publishing software like Adobe InDesign, Microsoft Publisher, and others;
  • Ability to use graphic design software like Adobe Illustrator, Photoshop, and others;
  • Ability to lead and communicate effectively;
  • Proficiency in Microsoft Office packages;
  • Ability to carry out data analysis on Excel is necessary;
  • The ability to use data visualization software like Power BI, Tableau and others is an advantage; and,
  • Ability and willingness to work in difficult areas/situations, previous experience in the Lake Chad region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
