The GRC is currently seeking an experienced Programme Manager (m/f/d) responsible for direct management of an integrated ECHO programme with a focus on Multi-Purpose Cash Assistance (MPCA) and Health. The GRC leads the project consortium with the Norwegian Red Cross (NoRC) and the Sudanese Red Crescent Society (SRCS), and holds overall responsibility in managing the grant.

The GRC has a long-standing partnership with SRCS. At present, the focus lies on supporting the SRCS in addressing the ongoing crisis and humanitarian needs resulting from the current conflict. The GRC is committed to continue strengthening the long-term partnership with the SRCS and support our Sister National Society in responding to the humanitarian crisis in Sudan.

The ECHO Programme Manager will be based in Port Sudan in Sudan, whereby moving the position to Khartoum may be an option when feasible. The delegate works in close coordination with an experienced international team. The Programme Manager reports to the GRC Head of Office Sudan, with close technical link to the Operations Manager and CVA advisor.

Starting date: asap, ideally 01.05.2026

Duration: 12 months (with possible extension, pending final grant confirmation)

Location: Sudan, Port Sudan and / or Khartoum, with field travel as feasible

Main duties & responsibilities:

  • Manage the ECHO integrated programme in close coordination with the consortium partner NoRC, the SRCS HQ and the local SRCS branches, the consortium project team and volunteers by ensuring timely and effective implementation of activities according to approved budget and work plan thereby following donor and GRC requirements and regulations
  • Monitor and analyse the operational context, and identify and tackle gaps in the response at all levels.
  • Contribute to capacity strengthening and organisational development at branch and HQ levels in MEAL/PMER, CEA and others. Ensure ECHO and partners are continuously updated, transparent communication is ensured, and proactively propose constructive solutions to contextual developments which may require modification
  • Ensure close programming linkages between the NoRC and GRC programme teams, incl. the respective integration of programme at SRCS HQ and branch levels
  • Ensure timely preparation, consolidation and submission of narrative and financial reports in line with GRC and BMZ reporting requirements
  • Enable visibility and information sharing on the ECHO programme with all stakeholders, and ensure ECHO visibility guidelines are followed
  • Support the dialogue with ECHO in Sudan, in close coordination with the GRC HoO

Required Competencies & Skills:

  • University degree or advanced degree in a relevant field
  • At least five years of experience in the field of international cooperation, including substantial experience working in humanitarian crisis contexts
  • Excellent programme coordination and project management skills (including financial management; budgeting, monitoring, evaluation and quality assurance, reporting, etc.)
  • Technical background in MEAL/PMER and / or CEA
  • Experience in working in Sudan or the the Greater Horn of Africa region, is an asset
  • Experience in working with the Red Cross / Red Crescent Movement is an asset
  • Substantial experience in implementing donor-funded projects is required, experience with ECHO is a very strong asset
  • Proven expertise in capacity-building and organizational development developing tools, guidance and providing trainings
  • Strategic thinking, hands-on mentality and in-depth understanding of the humanitarian system. Ability to think outside the box
  • Excellent communication and problem-solving skills as well as intercultural sensitivity, diplomacy and facilitation skills
  • Oral and written fluency in English, knowledge of Arabic and/or German is an advantage
  • Ability to work independently, highly solution-oriented and as a team member in multi-cultural environments.
  • Readiness and experience working in insecure and conflict-affected environments is essential
  • Agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
  • Valid Driving Licence
