ROLE PURPOSE:

Save the Children (SCI) Egypt works in collaboration with the Ministry of Education and communities to implement programs aiming to improve access to quality education, promote violence free learning environments, promote inclusion and strengthen education systems. Our programs span education from nursery to preparatory school levels and are implemented in various locations across Egypt. SCI Egypt also provides Education in Emergency (EiE) for refugees and migrants in Egypt.

The Education Advisor plays a leading role in shaping education technical strategy, in line with SCI Egypt’s strategic priorities, and for ensuring education interventions are of a high technical quality. Working with teams across the organization, the Education Advisor provides leadership in building and supporting internal capacities and mechanisms on education, including capacity building and coaching of staff and partners. A key element will include developing close working relationships with Program and Project teams based across Egypt in both development and humanitarian contexts. The Advisor also ensures that education programs are aligned to SCI global priorities and approaches, leading processes to ensure globally proven approaches are contextualized for Egypt, and that program experience in Egypt contributes to regional and global learning. The role will contribute to project and proposal development, communications materials development, and SCI Egypt’s external network and stakeholder relationship building. The role will also contribute to emergency response when needed.

SCOPE OF ROLE:

Reports to: Programme Quality & Impact Director

Staff reporting to this post: One staff directly reporting to the role; the Education Working Group Coordinator. Also expected to provide coaching and mentoring to education staff working in SC Egypt CO and the education teams working in partner organizations.

KEY AREAS OF ACCOUNTABILITY :

In collaboration with the Director-Program Quality and Impact, provide technical leadership on SCI Egypt’s Education programming and practice: Country program strategy and leadership

Global NGO career opportunities

  • Provide overall strategic leadership to Save the Children’s work in the education sector in Egypt.
  • Lead the development and rollout of the education strategy for Save the Children in Egypt, covering emergency response and nexus education programming, including cross cutting issues related to education.
  • Provide education technical input to the development of country annual plans, area plans, response and emergency preparedness plans, sector strategies and other planning documents.
  • Ensure that education program design benefits from integration with other sectors where possible, and vice versa.
  • Develop and update education technical strategies, in line with SCI Egypt’s strategic priorities, and SCI global education objectives and approaches

  • Contribute to budget preparation and planning.

External networking and technical support

  • Develop and strengthen relationships with partners, government authorities, INGOs, UN agencies, networks, and other actors to ensure linkages and alignment for SCI programming on selected program priorities, in consultation with Program Managers and project teams
  • Provide technical assistance to external stakeholders and networks, as required
  • Maintain effective relationships with SCI regional and global
  •  education groups, ensuring that regional and global thinking informs, and is informed by, SCI Egypt practice
  • Support the identification, assessment, and strengthening of local partners in education.
  • Promote joint collaborative program planning with partners in education.
  • Establish and enhance relations with key donors and stakeholders in education.

Program quality and development

  • Provide technical expertise, quality assurance and guidance for Save the Children’s education programs, ensuring they are of high quality with reliable data and outcomes.
  • Develop and oversee the development of a technical capacity building plan for education staff in Save the Children and local partners in Egypt, working with area and field education staff to prioritize professional needs and finding opportunities for it.
  • Develop and maintain central inventory of contextualized tools, manuals and guidance, and other resources to support the development of new programming and improve programme quality in education.
  • Supervise and support the development of local innovative education models and share these with regional and global teams.
  • Oversee knowledge and experience sharing across teams, and ensure that monitoring, evaluation, learning, and accountability results are understood and used to improve programmes.
  • Establish and maintain a platform for enhancing quality implementation with education teams and the partners.
  • Refine SCI’s education technical approaches in collaboration with other technical advisors and provide support to project teams in implementing SCI common approaches.
  • Lead technical development of high-quality concept notes and proposals for education and maintain a set of the shelf concept notes.
  • Contribute to overall proposal development and take the lead in ensuring new proposals are evidence based and effective.
  • Lead donor and partner mapping for education in Egypt.
  • Ensure recognized international good practice and SCI policies are applied in work with children.
  • Promote and set a role model for adhering to Save the Children policies and practices with respect to child safeguarding, code of conduct, inclusion, and gender equality.

Program support and reporting

  • Maintain a clear overview of programme progress across the education portfolio to be shared with senior managers. efQvd3I BTn6yA
  • Develop and maintain strong internal relationships with Area and Field managers, Project teams, Program Quality and Impact staff, and support services to advance education program priorities.
  • Review education and cross thematic sections in all reports; quarterly, annual, baseline, midline, endline, and other ad hoc reports.
  • Follows up on documentation of case studies, best practices and lessons learnt and disseminate them both internally and externally.
  • Contribute and coordinate the development of
  •  communications material, in collaboration with the ACCM Team.
  • Facilitate advocacy activities for ALL children’s rights for access to quality education at the policy and practice levels.

  • Extensive knowledge of education in Egypt and child-cantered education strategies
  • Ability to represent the organization at higher level events and meetings.
  • Advanced interpersonal and communication skills, including excellent internal consultation and liaison skills; facilitation and coaching skills.
  • Understanding of and commitment to principles of the Convention on the Rights of the Child
  • Excellent analytical and creative abilities with strong results orientation
