General context of the project

The fighting inside Sudan is having devastating humanitarian effects both inside the country and in the wider region. Sudan faces a complex set of challenges, including ongoing conflict, economic difficulties, and the weakening of critical infrastructure in areas like healthcare, banking, and telecommunications.

As of February 21, 2024, the number of internally displaced persons (IDPs) due to persistent clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has reached a total of 6,326,416 individuals (1,261,060 households).

These figures make Sudan the country with the highest number of IDPs in the world.

The humanitarian situation across all 18 Sudanese states remains dire, with over 24.8 million people in need of assistance.

INTERSOS first operated in Sudan in 2004, primarily in West Darfur State (Genina, Habila, Forobaranga, Garsila, Um Kher) and Khartoum, partnering with the Italian Cooperation, UN agencies, and ECHO in the sectors of Protection, WASH, and Food Security.

The mission was closed in 2015 due to a decrease in humanitarian needs.

Despite this, INTERSOS has continued to support Sudanese refugees in neighboring countries by providing humanitarian assistance.

Given the renewed deterioration of the humanitarian situation, INTERSOS is currently working to reactivate its presence in Sudan to respond to the crisis in the country.

General purpose of the position

The Emergency Coordinator is responsible for the implementation of INTERSOS humanitarian response of an emergency in strict coordination with the Head of Mission and the Regional Office for Emergency.

The activities will be conducted in close collaboration with INTERSOS mission in the field with the aim of expanding the capacity to identify and respond to the most urgent needs. The Emergency Coordinator will support the Regional Office for Emergency also in providing humanitarian analysis.

Main responsibilities and tasks

  • Conduct in depth need assessments both in areas targeted and new areas of intervention
  • In line with the findings of need assessments and strategic priorities, design project proposals to be submitted to international donors and private foundations
  • Provide inputs on the economical sustainability of the mission
  • Guarantee constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’s intervention
  • Responsible for all program implementation, in coordination with the emergency team deployed on the field
  • Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission in the given country/area
  • In coordination with Head of Mission and Liaison Officer, where requested, to establish, guarantee and periodically monitor government’s recognition and accreditation procedures and any other formalities required by the hosting country
  • Work with ad hoc finance and administration colleagues to programme budgets including setting monthly forecasts and ensuring that line items are appropriately spent
  • Identify areas where additional resources may be needed and work with INTERSOS Emergency Unit management to re-allocate funds within the budget and identify additional funding sources as necessary
  • Design and write project proposals and concept note for different donors
  • The Emergency Coordinator position includes humanitarian analysis, gap filling and capacity building tasks. In particular:
    • Provide updated humanitarian and contextual crisis analysis to Head of Europe Programme and field staff in order to facilitate a strategic decision making process related to emergency response
    • Provide capacity building and induction for INTERSOS staff engaged in the emergency response programme
    • Identify intervention opportunities and support to develop further funding proposals
    • Field replacement or interim coordination positions, preferably in emergency-prone missions. These functions are decided upon case by case
  • Any other task that may be asked to perform by Head of mission or by the Regional Officer for Emergency

Required profile and experience

Education

  • BA in International Affairs, Development, International Political Economy or other relevant field

Professional Experience

  • Minimum 5 (five) years experience in humanitarian contexts

Professional Requirements

  • Ability to manage large team
  • Strong knowledge of proposal development and financial management
  • Experience working with major grants and international donors
  • Desirable experience in managing integrated projects
  • Essential computer literacy (word, excel and internet)

Languages

  • Fluent English (written and spoken)
  • Knowledge of Arabic is an asset
