Overview of position

Project background:

  • Under the supervision of the Chief of Field Office, the Emergency Program Officer – Monitor is responsible to support programmatic visits / field monitoring visits of our client supported programs to ensure they are technically sound, efficiently implemented & administered to meet our client’s quality standards, in order to respond to the needs of the most vulnerable / crisis affected children & their families. Particularly, guided by our client’s Technical Experts, s / he will identify gaps, provide operational, technical solutions & contribute to achieving our client’s integrated emergency response for children & their families.

Background & context

  • The humanitarian situation in Somalia is one of the most complex & protracted crises in the world. The context is extremely volatile, fuelled by recurrent & cyclical climate shocks such as drought & floods, armed conflict & insecurity, combined with political & socioeconomic factors, all of which continue to drive humanitarian needs.
  • Somalia is currently experiencing its’ fourth consecutive season with poor rainfall since late 2020. As a result, on 23 November 2021 the Somali government declared a national drought emergency. In addition, the current forecasts indicate a risk of a fifth season with poor rainfall. Somalia is thus at risk of facing a severe drought & food insecurity comparable to 2011.
  • The number of people in need of humanitarian assistance has increased by 30% from 5.9 million people in 2021 to 7.7 million people in 2022. This increase is mainly due to updated population figures & the increased needs in nutrition & WASH. Without humanitarian assistance, almost 7.1 million are expected to face IPC phase 3 levels or worse by the end 2022.
  • Approximately 1.5 million children under the age of five are likely to be acutely malnourished until September 2022.

Justification / purpose of assignment:

  • Under the supervision of the Chief of Field Office, the Emergency Program Officer – Monitor will support our client deliver assistance to the most vulnerable based on needs, follow up on implementation, monitoring, evaluation & reporting of our client supported multisectoral projects & humanitarian responses.

Role objectives

  • In collaboration with our client Program Officers (PO), oversee implementation of our client supported projects, work closely with government & other partners to ensure smooth & efficient execution our client’s humanitarian responses.
  • Prepare & submit viable recommendations on alternative approaches & optimal utilization of resources that contribute effectively to the fulfilment of the rights of children & women.
  • Support CSO partners for delivery programs against agreed targets ensuring that key bottlenecks are identified, discussed & resolved.
  • Ensure referrals / coordination across partners to deliver integrated responses.
  • Support capacity development of CSO (with support from our client POs).
  • Support our client prepare & implement donor’s field visits.
  • Plan, carry out, report & follow up actions points for programmatic visits / field monitoring visits to CSO partners using direct observation or remote monitoring modality.
  • In collaboration with our client POs, support CSO partners to train & supervise community workers to conduct systematic community mobilization across our client’s integrated programs & ensure referrals / coordination across partners.
  • Support CSO partners to strengthen collaboration with government & other agencies.
  • Facilitate data collection, dissemination & information sharing on program / project status implementation & movement / distribution of program / project supplies.
  • Follow up on implementation of sectoral program(s) in collaboration with government & our client program staff & implementing partners.
  • Participate in selected Rapid Response Missions (RRM) / Minimum Response Package (MRP) to reach internal displaced populations or hard to reach populations on need basis.
  • Support implementation of the MRP / rapid response mechanism at to reach international displaced populations or hard to reach populations on need basis.
  • Contribute to sub national cluster coordination fora.
  • Facilitate field monitoring & data analysis, partners’ mapping & development of regular updates & recommendations.

Project reporting

  • This role works under the supervision of the Chief of Field Office.

Key competencies

  • Proven ability to work independently to deliver results is required.
  • Background / familiarity with emergency is considered as an asset.
  • A minimum of two years of progressively responsible professional work experience at the national levels in program / project development, planning, implementation, monitoring, evaluation & administration, including at least one year in emergency contexts in field work experience.
  • Experience in an emergency / humanitarian settings is required.
  • Must be fluent in oral & written English & Somali.
