Position Summary:
The Engineering Manager (Central African Republic, CAR) is responsible for supporting the design of Water for Good’s (CAR) strategy concerning water and sanitation infrastructure. S/he is responsible for leading the implementation of water and sanitation infrastructure strategy, driving the engineering and construction planning processes and ensuring all water and sanitation infrastructure is planned, designed, and constructed per Water for Good standards. They will work closely with the programs implementation team to ensure that Water for Good’s standards are met. The Engineering Manager, CAR will focus on the following areas:
Engineering Planning and Design Quality and Strategies:
- Provide necessary support for programs team in program planning and project management
- Lead Program Engineering teams in engineering assessment, planning, designing, selecting the most appropriate solutions in each situation in-line with both Water for Good and government standards. Planning and designing include the development/revision of drawings, bills of quantities, materials, labor and transportation requirements, budget estimation, and procurement list and plan for water access and sanitation infrastructure
- Support, review and provide input for developing/revision of engineering resources (standards, guidelines, processes, manuals and tools) relevant to the context of the CAR country and train the engineers in using them once complete
- Support Water for Good (CAR) water quality testing strategy development/revision and implementation
- Approve project water and sanitation infrastructure plans adhering to Water for Good’s standards.
- Support advancements in technology within the water and sanitation infrastructure strategy
- Actively participate in the development of activities by working closely with international and national teams in programming/strategy exercises
Engineering Implementation
- Support international, country and program team with any technical support (technical specifications, drawings, Bills of Quantities etc) as they work on procurement of materials, goods and contractors
- Provide technical support (for technical specifications and BOQ) for human resources and logistics/procurement teams as they procure daily labors and/or contractors and manage the contracts.
- Coach and mentor Water for Good Engineering Team Leaders (drilling team and installation team) in successfully implementing the planned works as per the approved plan (design, drawing and BOQ).
- Lead Program Engineering teams in detail scheduling work to meet agreed timelines, managing contractors, safety and upholding standards.
- Follow up quality and timely completion of engineering and construction and confirm the construction output meets Water for Good standards as well as the government requirement. Review each construction stage, final construction completion, and approve all mWater survey data/ iFormBuilder in line with Water for Good standards.
- Provide oversight of construction activities including borehole drilling, solar powered piped water supply system, institutions (school and health facility) sanitation and handwashing facility. This is done through regular site visits as needed, regular support meetings with Program Engineers, and regular review of ongoing including construction progress submitted through Asana, completed infrastructure and associated mWater survey data/ iFormBuilder
- Create and monitor communication channels (Asana and Teams) for respective programs and supervise the ongoing and completed construction works
- Support field staff in using Water for Good’s water quality test kit, for all water infrastructure assessments, constructed or rehabilitated and undergoing monitoring by Water for Good and external tests.
- Manages engineering and construction records and any project revisions
- Collaborate with the engineering team and share lessons across Water for Good countries
Leadership and Capacity Building:
- Proactively support management of Water for Good programs Engineering operations, in collaboration with Country Director and Program Manager
- Contribute to development of engineering training resources, in collaboration with the HQ Engineering team and lead the rolling out of the resources to CAR engineering and drilling team
- Serve as the Subject Matter Expert for Engineering and drilling works, including evaluating effectiveness of water and sanitation infrastructure installations and reflective practice and learning events by program engineering staff.
- Organize training and capacity building and ensure engineering team and drilling staff in CAR receive necessary training (e.g. water supply plan and design software, water quality testing, construction management, construction quality control, mapping, surveys tools, hydrogeological survey, siting, drilling etc.) and support for implementing high-quality water and sanitation infrastructure.
Proactive Compliance
- Support in-country leadership to ensure all government standards for water and sanitation infrastructure construction are met
- In conjunction with in-country leadership, support teams in project design, budgeting, developing concept notes, ensuring that projects meet government, and donor planning, programming, monitoring, reporting and financial requirements, including program quality standards.
Knowledge Management:
- Support the development of articles and presentations for public dissemination, contributing to sector knowledge.
- Proactively participate in integrating sector learnings and best practices into water and sanitation infrastructure strategy, processes, and standard operating procedures.
Other Requirements:
- Collaborate regularly with team members across projects and disciplines.
- Support data reporting for various stakeholders (e.g., Development Team, foundations, leadership).
- Other duties as assigned by supervisors
- Knowledge of PSEA and child protection policy
Work Experience & Qualifications:
Required Qualifications:
- Passion for Water for Good’s mission of transforming lives through sustainable access to safe water, as well as improved sanitation and hygiene, in places that need it most.
- French and English language proficiency
- 6+ years of experience in water, sanitation, and hygiene (WASH) programs implementations
- Bachelor’s or master’s degree from an accredited institution in Civil, hydraulic, water resources or Environmental Engineering or in related field
- Project management experience
- Mapping and data management skills
- Excellent proactive communicator
- Detail-oriented, data-driven decision-maker
- Professional experience in Sub Saharan Africa
- Flexible, organized, and a self-starter; able to multitask while also being highly detail and result-oriented
- Motivated by results, a bias for action
- Basic knowledge of hydraulic modelling using WaterCAD/WaterGEMS/Epanet and computer-aided design software like AutoCAD and mapping software like ArcGIS/ArcMap/QGIS, and Asana, mWater
- Detailed knowledge of current approaches to planning, design and construction of small-scale and large-scale community and institutions water and sanitation infrastructure, with experience in assessing, planning, designing, constructing, and monitoring water, sanitation infrastructure
- Extensive knowledge of appropriate technology including solar powered water supply system and motorized water systems design, construction, monitoring and evaluation, water quality, WASH industry, and best practices in Christian community development
- Proven ability to work closely and develop strong relationships cross-culturally with others
- Legally eligible to work in Central African Republic, CAR; no sponsorship will be provided
Preferred Qualifications:
- Familiar with the Central African Republic
- Experience working in WASH in an international NGO or the private sector
- Sango language proficiency
- Proficiency in hydraulic modelling using WaterCAD/WaterGEMS/Epanet and computer-aided design software like AutoCAD and mapping software like ArcGIS/ArcMap/QGIS
Physical Qualifications:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 25 pounds at times
Travel Required:
- Frequent travels and visits to all programs in Central African Republic (CAR), travel to Bangui as needed and international travel if needed
