SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

Mission

SI is currently expanding its presence in Ethiopia and is looking for a Field Coordinator to developp activities in the Gojjam area.

GENERAL OBJECTIVES

The Field Coordinator is the representative of the organization at field level. He/she proposes a strategy for his/her area, according to the geopolitical and humanitarian context, and ensures its implementation once validated. He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for programs to run smoothly and supervises resource management. He/she coordinates the teams in place and is responsible for their security in his/her assigned zone. In Amhara, the FC will be expected to open a new base, launch a programme and accompany a Head Of Base in taking his/her position whilst ensuring SI standard processes are in place.

Representation and Internal / external communication:
The FC is the official representative of Solidarités International in his/her intervention zone fo r NGOs, administrative, political and local authorities and civil society. He/She participates in humanitarian forums and relevant coordination meetings
The FC Ensure that documents produced in his/her intervention zone meet deadlines and quality standards, respecting standard formats and procedures
The FC Organise regular Base meetings and Ensure that key operational information circulates properly, in his/her intervention zone and between the bases and the country coordination (sitrep).

Security Management:
The FC is Responsible for the security of teams and property in his/her assigned zone, under the CD’s supervision. The FC Monitor and analyse the security situation and ensure it is understood by teams
He/ she Ensures that all new arrivals in his/her intervention zone are given a geopolitical and security briefing; Under the supervision of the CD, the FC ensure that all documents and procedures relating to security are update d regularly and ensure enforcement of regulation by the teams. The FC Ensures the immediate management of any security incidents occurring in his/her intervention zone and immediately notify the CD
strategic orientation / operation monitoring
Within his/her intervention zone, monitor and analyse the humanitarian, political, cultural, social and economic context and propose and develop an operational strategy; He/ She Ensure the coordination, development, monitoring and evaluation of the programmes implemented within his/her intervention zone.Ensure that the programmes in his/her intervention are relevant and consistent.

Resources management:
The FC participates to the recruitment of the team in his Area. He is responsible for the overall management and ensure good working conditions
The FC Promote the ethics and values of Solidarités International. He/she monitor the implementation of Solidarités International’s human resources po licy and procedures ; propose the human, financial and logistical scale for his/her intervention zone and its organisation. Guarantee the appropriate use of resources in his/her intervention zone

PRIORITIES ON THE 2-3 FIRST MONTHS

Opening a new base and launching of programme in a new area
Frame all SI processes at base level with the coordination team and train the national head of base for three months
Coordinate, participate to the recruitment, Induction and trainning / building up of the Base team
Ensure the representation, Coordination with partner and local autorities at field level
participate to new assessment, development of new proposal

SECURITY CONSTRAINTS

The security environment in the region can be tense, dynamic and volatile, especially at field level, Capital being usually more secure. This will require flexibility about SI program and development, monitoring & application of security rules.

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 400.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Living conditions are quite good at Capital level, with an easy access to all essential goods and services. The security situation can be more tense and living conditions more difficult at field level

DIPLOMAS AND EXPERIENCE

Master Degree in humanitarian/development studies, social sciences, management or other related discipline.

  • Experience in the humanitarian sector : +5 years
  • Experience on a similar position : 0-2 years

TECHNICAL SKILLS

1. Experience of base opening and proven capacity to manage strong security and access constraints

2. Experience working in contries with strong administrative regulations and in coordination with local authorities

3. Experience in capacity building for newly recruited employees

3. Strong knowledge of principled-based and experience of diplomatic approaches

4. Good reporting and writing skills

5. Previous experience and achievements in working in consortium and strong partnerships with NGOs locals and internationals (MoUs, negotiations, governance…)

6. Proven ability to deal with local authorities and Local partners

7. Experience in SI sectors of expertise (WASH, FSL, Shelter)
