BACKGROUND

Nonviolent Peaceforce (NP), an international nongovernmental organization (INGO), founded in 2002, recruits, trains and deploys unarmed civilians to reduce violence and protect vulnerable populations in conflict-affected areas. NP has been operating in South Sudan since 2010 and currently has a presence in implementing over seven projects nationwide.

NP has been implementing a project focused on strengthening civil society in South Sudan. The overall goal of the project is to increase the quantity and enhance the quality of civil society work, by improving the operational space and safety, and strengthening the capacities of partners. Building on long-term partnerships, the project aims to support media environment, reliable information to reach citizens and foster civic engagement and public discourse, as the country navigates its transition.

Purpose of the Evaluation

Monitoring and evaluation is an integral part of the overall project management cycle to ensure effective oversight of the project. The evaluation is intended to assess the progress made by the project in fulfilling its agreed objectives through the planned activities; to evaluate the relevance of the project to the implementation areas; and to assess the efficiency and effectiveness with which resources have been used to generate results and achieve project objectives.

Objectives of the Evaluation

  • To assess the extent to which the project outputs have been achieved considering the indicators given in the project log frame.
  • To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, goals, and outcomes
  • To assess the impact of the project towards strengthening the capacities of civil society in physical and digital security.
  • To assess and establish the relevance and strategic sustainability of the project in South Sudan.
  • To assess the strategic engagement and role of different partners of this project including donors and partners, and draw lessons and best practices that will be used to inform future programming.
  • To generate lessons-learned and a SWOT analysis and make recommendations that will inform future/Similar programming.
  • To assess management of the project, project finances, reporting to donors, and the partnerships under the project.

Methodology

The end-line evaluation will be conducted using the OECD DAC criteria to assess the project’s relevance, efficiency, effectiveness, impact, and sustainability. Additionally, it will document lessons learned and provide recommendations to guide future programming. The evaluation will go beyond programmatic aspects, examining the project’s management, financial operations, donor reporting, and the partnership.

This evaluation will also assess the impact of the phased approach and evaluate the growth of civil society partners. The most recent end-line evaluation confirmed the project’s relevance, particularly in strengthening their capacities in physical and digital security to address the risks they face. The end-line evaluation will further examine the project’s impact on building capacity in physical and digital security, evaluate its relevance and sustainability, analyse the strategic roles of various partners, and extract lessons to guide future programming. The consultant will compare baseline and end-line data to identify changes, collect qualitative insights through case studies, and engage project participants, partners, and stakeholders to ensure a comprehensive evaluation.

Data Collection Methods

The following outlines the minimum requirements; however, the consultant may propose additional or revised methods, with respective justifications:

  • Document Review: A thorough desk review of essential project documents, including proposals, progress reports, and surveys.
  • Survey: Survey tools will be used to measure the endline values for project objective/outcome-level indicators, which will be used to support the assessment of the project against the OECD/DAC criteria. All tools and methods for administering the survey(s) should be conflict and gender sensitive and adhere to the highest standards of data protection and safety.
  • Focus Group Discussions (FGDs): Conduct at least four FGDs with project participants to understand their perceptions, experiences, and needs, while also identifying patterns among program beneficiaries.
  • Key Informant Interviews (KIIs): Conduct interviews with individuals who possess direct knowledge of the project’s successes and challenges who can provide valuable insights into short-term impacts and recommendations.

SCOPE OF WORK

  • Design methodology for the collection of quantitative and qualitative data for the assessment.
  • Conduct the evaluation at the project location to measure key indicators as defined in the project log frame.
  • Develop data collection tools to answer the evaluation questions
  • Organize and facilitate training workshop for enumerators (NP will hire the enumerators) and other evaluation team members on evaluation implementation, including the evaluation protocol and tools to be used and pilot testing of the tool;
  • Conduct the end-line evaluation and ensure the above-mentioned evaluation objectives have been accomplished and exhaustively reported against.
  • Collect and analyse available secondary data to establish key insights relevant to the effective implementation of the project.
  • Based upon reading the program documents, propose any additional topics or issues for analysis in the final evaluation.
  • Share key findings and insights from the evaluation with relevant staff through consultations.

Geographical area

The evaluation will be conducted in Juba, where the project is being implemented, as well as in the states where the activities took place. These activities were implemented in the Western Bahr El Ghazal, Eastern Equatoria, Upper Nile, Western Equatoria, Central Equatoria, Jonglei, Unity, Warrap, Northern Bahr El Ghazal and Lakes State.

The consultant will be responsible for sampling and will visit the selected areas to carry out the evaluation.

Key Evaluation Questions

The consultant will evaluate the project using a structured approach based on key OECD evaluation criteria.

  • The assessment will analyse the Relevance of the project, examining how well the project continues to align with the evolving context and the needs it was meant to address, considering any changes in the external environment and its adaptability.
  • The next focus will be on Effectiveness, assessing whether the project achieved its intended objectives and outcomes, and how successfully it met its commitments.
  • In terms of Efficiency, the evaluation will determine if activities were carried out as planned, within the allocated resources, and on time, evaluating whether the project used its inputs effectively to produce the desired outputs.
  • The Impact of the project will also be evaluated, examining the broader and longer-term effects it has had on the target population and environment, including both positive and negative changes, and any unintended consequences.
  • The Sustainability of the project’s impacts will be considered, specifically whether the positive outcomes or best practices are likely to persist beyond the project’s completion.
  • Finally, the consultant will explore the Future Strategy by reviewing whether similar interventions should be pursued and, if so, how they should be adjusted or scaled. This will include evaluating the project’s design, identifying lessons-learned, and offering recommendations for future initiatives.

Expected Deliverables:

Inception Report: The consultant shall submit an inception report, including a detailed workplan, and data collection and evaluation methodologies. These deliverables are therefore required have clearly defined evaluation questions. This deliverable is to be completed, within one week of the signing of the contract.

  • Desk Review/Data Collection and Analysis: The consultant, adhering to the previously agreed-upon timelines, will conduct a desk review of essential project documents. Utilizing the proposed evaluation methodologies, the consultant will collect data in line with the objectives of the evaluation. Using this information, this will be analysed and compiled for the final product.
  • Preliminary Review/Presentation of Findings: The consultant will develop a presentation of the key findings, to capture stakeholder feedback. This process will be imperative to complete, prior to report drafting, to incorporate preliminary guidance for the structure and content of the final product.
  • Drafting of Final Report: Utilizing the feedback from the review session, the consultant shall produce a detailed evaluation report adhering to the agreed format, fully addressing the study objectives. This should include key conclusions on the project phase, to inform to institutional learning. The report should be logically structured, contain evidence-based findings, conclusions, lessons, and recommendations, and be free of information that is not relevant to the overall analysis.
  • Review and Validation: The consultant will be responsible for incorporating all feedback received during the review and validation process, maintaining open communication with the partners on the deliverables at hand. This process will result in the submission of a comprehensive final evaluation report, that meets all agreed-upon quality standards and format and is approved by the respective partner institutions.

TIMEFRAME

The evaluation is anticipated to last for 4 weeks. The consultant will be expected to start working by 7th April 2025 and complete all activity deliverables outlined in the Scope of Work by 28th April 2025.

Note: These dates and other activities detailed in the work plan may be changed due to international and domestic travel restrictions or other operational considerations.

Resources

NP will arrange visa requirements and transport to South Sudan. In addition, NP will provide accommodation and communications equipment while in the country. All necessary logistical arrangements for the assessment will be coordinated through the NPSS logistics department. The selected consultant will coordinate with the Program Manager, Monitoring and Evaluation Officer, and other relevant staff in the planning and implementation of the evaluation.

QUALIFICATION AND COMPETENCIES

Expert will be assessed based on the following criteria

  • A minimum of Master’s degree in international and Political Affairs, Law, Human Rights, Media, Social Sciences, or a related field, or related discipline.
  • At least 5 years of relevant professional experience in end-line evaluation/survey, IT statistic packages for data analysis (SPSS, EVIEW etc.) experience in designing and implementing evaluations, assessments, or end-line surveys, including qualitative and quantitative data collection.
  • Experience in developing Monitoring and Evaluation frameworks and log-frames.
  • Experience in managing diverse teams and providing capacity-building and training support.
  • Proven ability to manage highly confidential and sensitive information through a protection lens.
  • Experience in managing projects in complex security environments

SKILLS

  • Previous experience in human rights, civic engagement, and/or protection of civilians.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Strong knowledge and application of OECD-DAC evaluation criteria

PREFERED QUALIFICATIONS

  • Proven ability to manage highly confidential and sensitive information through a protection lens
  • Experience in conducting research and M&E in violence prevention, social cohesion, and/or related fields
  • Excellent knowledge and understanding of evaluation methodologies and processes

SUBMISSION OF PROPOSAL

The proposal shall include technical and financial sections. The financial section needs to describe only the consultant’s professional fee and other expenses that will incurred during the evaluation process excluding expenses like visa, transport, accommodation and small per diem while in country as this will be handled by NP.

The proposal should include:

  • Consultant profile including past achievements
  • Introduction: A brief overview of the assignment as understood by the bidder
  • Detail methodology and approach including work plan (i.e. research techniques to be used, sampling, field operation plan, quality assurance and time frame)
  • Current CV of the consultant
  • Detail itemized work plan
  • Detailed itemized budget and price justification by unit cost per activity being proposed under the financial proposal.
  • Three references from organizations that proves the capacity of the consultant to carry out an assessment/evaluation
  • Annexes: Any documents, which the consultant feels will assist proposal review team in evaluating the proposal

Prospective individual consultants should submit a written proposal including other details listed above and submit their application by midnight Central African Time on 31st March 2025.
