NRC-Kenya Country Office in Kenya invites sealed bids from eligible bidders for the Consultancy services for Evaluation of the Localization approach adopted by NRC Kenya for its interventions in Garissa and Turkana Counties. The tender is open as an Open International Tender under Services category. The overall purpose of the evaluation is to assess the relevance, coherence, impact, efficiency, and effectiveness of NRC Kenya’s localization approach.

The evaluation will:
• Examine the extent to which working through local actors has strengthened programme relevance, efficiency, and effectiveness.
• Seek to generate practical, evidence-based recommendations and lessons learnt for improving localizations processes, partnership models, capacity strengthening efforts, risk-sharing mechanisms, and ways of embedding local actors into programme design, implementation, monitoring, and decision-making.
This final evaluation will reflect on 5 years of implementation from 2022 to date.
