Technical assistance program to support Economic reforms in Ethiopia

AFD (Agence Française de Développement) has approved in May 2019 and signed in Addis Ababa in June 2019 agreements related to a budget support operation for the Federal and Democratic Republic of Ethiopia to support the implementation of the second Growth and Transformation Plan (2016-2020).

This Technical Assistance Program has been designed to assist the Ministry of Finance (‘the MoF’) in the economic reforms implementation, especially the public private partnership (PPP) and state-owned enterprise (SOE) governance reforms.

The TA Program is composed of three (3) components: (i) a PPP program support; (ii) a capacity development program on SOE governance, to be partially implemented through assistance to the PEHAA (Public Enterprises Holding Administration Agency); (iii) a contribution to the economic reforms partially through a World Bank executed Multi Donor Trust Fund (MDTF).

The capacity development program on SOE governance will be conducted with the assistance of a resident project manager who will be based at PEHAA.

Job description

In line with the implementation of the TA program, we are seeking a Resident Project Manager who will based at PEHAA, as a SOEs expert to assist PEHAA’s transformation into a Government Holding Company (GHC), to support PEHAA executive management in the supervision of the capacity development program, and to provide expertise on dedicated components.

The Resident Project Manager will have the following responsibilities:

• Assistant to PEHAA (45% time)

• SOEs expert (40% time)

• Expert of the TA program (15% time)

Assistance to PEHAA

As an assistant to PEHAAA, the Resident Project Manager, who will be based at PEHAA, will assist PEHAA executive management in the steering of the capacity development program. This program will include the following elements:

· Human resources development strategy (Leadership development program at PEHAA level and at SOE’s)

· Human resources development implementation (incl. peer to peer exchanges on best practices);

· Portfolio risk management, portfolio management and portfolio performance management

· Strategic assessment of selected SOEs

· Advisory for financial restructuring and transaction advisory for selected SOEs

· Social and environmental impact incl. gender policy

· Support to PEHAA strategic guidance function and for Board participation

· Capacity building – for executive management of selected SOEs and for PEHAA executives

· SOEs national data repository project

· Disclosure and accountability

As SOEs expert

  • Advise senior management at PEHAA thanks to supporting research and analysis on SOEs governance, including benchmarking efforts in applicable countries to inform learning;
  • Extract solid example of good corporate governance and demonstrates knowledge based support for its implementation
  • Introduce workable mechanisms how to improve the efficiency and skills development of PEHAA’s current and future management team

Other responsibilities (as expert of the TA program)

  • Participate in the drafting of the TA Program Implementation Manual (PIM);
  • Sharing knowledge with experts involved in other components of the TA program;
  • Provide support to the TA program Director (based at MOF) on overall TA project strategy;
  • Assist in the preparation of deliverables, and perform quality control and validity on key deliverables.Skills:

The candidates will have to demonstrate the following abilities:

· Excellent operational and stakeholder management skills

· Excellent at building and managing effective relationships with limited supervision

· Team player with strong social emotional intelligence

Experience:

· Minimum of 15 years’ professional work experience in public policy, SOEs governance, development economics

· Knowledgeable on Ethiopia’s SOEs policies as well as international experience on development-oriented projects

· Experience with AFD (or other donors) financed projects (knowledge of AFD procurement procedures is a plus)

· Fluency in English (oral and written communication skills).

· Fluency in Amharic would be a plus.

· Mission area: Ethiopia

· Duration: 36 months

· Starting date: 01/11/2019
