Background

The Somalia Resilience Programme (SomReP) is a consortium of seven international non-governmental organizations (INGO) and one Local NGO. SomReP works to enhance the resilience of chronically vulnerable households, communities and systems across Somalia.

The Somalia Resilience Program (SomReP) is an ambitious approach to tackle the challenge of recurrent droughts and the chronic vulnerability among pastoralists, agro-pastoralists, and peri-urban households in one of the poorest countries in the world. SomReP is being implemented through a consortium of 7 INGOs (ACF, ADRA, CARE, COOPI, DRC, Oxfam and WVI) and 1 Local NGO (Shaqodoon)

Through Somalia Enhanced Resilience through Inclusive Economic/Market Systems development and Climate Smart Approaches (SERECA), SomReP would like to engage a qualified and dynamic consultant to support development Loans Management System for a rural based informal MFI

District bank committee (DBC) is a rural-based informal microfinance model committed to providing affordable financial services to underserved communities in Dollow and Elefyne. To improve efficiency, transparency, and client service, SOMREP seeks to acquire a robust Loans Management System (LMS) for the DBC that support its operations.

Objective

To procure and implement a secure, scalable, and user-friendly LMS that automates the loan lifecycle from application to repayment while integrating with mobile money platforms and supporting offline field operations.

Scope of Work

The selected vendor will be required to:

  • Develop, supply, install, and configure the LMS.
  • Migrate existing loan and client data.
  • Integrate with Mobile money platforms and other relevant payment channels.
  • Enable offline data capture for field officers with automatic sync.
  • Provide role-based access control and audit trails.
  • Generate customizable reports (portfolio, arrears, compliance, etc.).
  • Train staff and provide user manuals.
  • Offer ongoing technical support and system updates.
  • Complete systems handover, but maintain technical support

Deliverables

  • Fully functional LMS meeting agreed specifications.
  • Data migration report.
  • Training completion report.
  • System documentation and user manuals.
  • Post-implementation support plan.
  • Train credit officers and DBC credit committee on the use of the LMS.
  • Validation of the installed system by stakeholders

Timeline

The project is expected to be completed within 60 days from contract signing.

Reporting and Communication

The consultant will report to the Economic development and Market systems advisor and other SOMREP implementing partners. The consultant is expected to update advisor on a regular basis and submit progress reports according to an agreed schedule. Any issues, delays, or obstacles should be communicated promptly to ensure timely resolution.

Vendor Qualifications

  • 10 years proven experience in implementing LMS for microfinance/Sacco’s in rural contexts.
  • Masters degree in related Management information systems development like Computer science, Software engineering, IT and related area
  • Demonstrated capacity for mobile money integration.
  • Strong after-sales support.

Proposal Submission & Evaluation Criteria

The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows

Mandatory requirements

  • Copy of business registration (company/organization) s.
  • Copy of the tax registration
  • Successful bidder will be required to sign World Vision Supplier Code of Conduct form

Technical Evaluation

Applicants need to clearly articulate on the following, but not limited to:

Criteria and Scoring (Total Score = 100%)

  1. CVs and experience – 10 years proven experience in implementing LMS for microfinance/Sacco’s in rural contexts. Master’s degree in related Management information systems development like Computer science, Software engineering, IT and related area. Demonstrated capacity for mobile money integration. Strong after-sales support. – (score – 20%).
  2. Systems Technical compliance – System security, reliability and trustworthiness for the developed systems. This also involves adhering to relevant laws, regulations, standards and guidelines relevant to the industry, including all compliance like certifications etc. – (score – 20%)
  3. Clear work plan including time frames the consulting firm will undertake to finalize the assignment as per the scope of work – (score – 15%).
  4. Consulting firm profile/cover letter (Not exceeding two pages) – (score -15%).
  5. Up to two-page statement of capability (referencing the selection criteria) and the approach to be take in undertaking this assignment as per the scope of work, including relevant experience and at least 2 samples of similar work done. – (score – 20%).
  6. Support and training plan – (score – 10%).
