Financial Sector Deepening Kenya (FSD Kenya) is an independent trust promoting a green and inclusive digital economy by improving financial health for women and MSEs. Partnering with public and private sectors, FSD Kenya addresses challenges faced by low-income households and underserved groups. Funded by entities like UK International Development, the Swedish International Development Cooperation Agency (Sida), The International Fund for Agricultural Development (IFAD), and the Bill & Melinda Gates Foundation, FSD Kenya focuses on sustainable financial solutions, systemic change, and has launched programs such as the Affordable Housing Program and supported Makueni County’s revenue and land information management systems.

  1. OBJECTIVES

Support two counties in developing or enhancing a County Electronic Land Information Management System (C-LIMS) to digitize land transactions, improve revenue collection, and manage development applications. The C-LIMS will provide accurate land information via a GIS database, aiding policy formulation and decision-making. It aims to enhance service delivery, tenure security, and sustainable land use. Initial tasks include conducting a needs assessment and feasibility evaluation, followed by developing a scalable pilot system that can be incrementally enhanced as more data and funding become available.

  1. SCOPE OF WORK

Scoping Mission – approximately 3 months

The scoping mission aims to assess user needs and the feasibility of developing a pilot County Land Information Management System (C-LIMS) aligned with each county’s aspirations, as well as evaluate the availability and quality of data and organizational capacity for C-LIMS development.

Policy and Legal Framework:

  • Review existing and pending policies, guidelines, and laws for digitizing county revenue collection and development application management.
  • Understand linkages between county and national functions in e-conveyancing and land registration.

Land Records and Register:

  • Assess the availability and status of county land records, including ownership data disaggregated by gender.

Revenue Collection:

  • Evaluate the status of the county valuation roll, revenue collected in previous years, and expected future revenue.
  • Examine current billing and collection processes for county revenue streams (e.g., rates, licenses).

Geospatial Data:

  • Assess the availability of maps and geospatial data and the ease of capturing land data in a geodatabase.

Land Use Planning:

  • Review the county’s physical and land use plans, status of County Integrated Development Plan, including specific zones for affordable housing development.
  • Understand historical and potential revenue from development approvals.

Digitization Efforts:

  • Evaluate current digitization of land transactions and available hardware, software, and skills of county personnel.
  • Review platforms used for digitizing wider county functions.

County Organogram:

  • Identify key departments and personnel for C-LIMS implementation.
  • Assess current manual and digital processes, interactions, communication, and budget allocation for C-LIMS development.

Stakeholder Engagement:

  • Engage with national and county land authorities and committees to establish coordination levels between registries.

Baseline Metrics:

  • Identify metrics for monitoring and evaluating the pilot C-LIMS.

Final Output:

  • Develop a framework and work plan for the pilot C-LIMS with county staff, detailing project objectives, regulatory requirements, and team responsibilities.

Development of Pilot C-LIMS (Approximately 6-9 Months)

Based on the scoping mission findings, develop a pilot County Land Information Management System (C-LIMS) focusing on capturing, visualizing, and analysing spatial land information. The system aims to aid in revenue collection and manage development approvals in the short term, while being designed to be able to onboard more land functions and integrate with the National Land Information Management System (Ardhi Sasa) over time.

Pilot Development:

  • Design a scalable pilot C-LIMS that can integrate more data over time.
  • Ensure the system assists in tracking development applications, including housing unit delivery.

System Integration:

  • Align the pilot C-LIMS with the National Land Information Management System (NLIMS/Ardhi Sasa) functions without compromising county and national roles.

Scope Focus:

  • Focus on county land records for revenue collection and development control, with potential for future enhancements.

Collaboration:

  • Develop the system in close collaboration with county teams to ensure maintenance and sustainability post-consultancy.
