Background

The Republic of South Sudan, the youngest nation in the world, is in a major humanitarian, macroeconomic and security crises of unprecedented proportions for nearly four years now. Since the onset of the crisis in mid-December 2013, it has been estimated that the economy has shrunk by more than 16 percent in 2016 alone primarily due to oil production and oil revenue losses on account of the decline in international oil prices but also on account of the adverse impact of the conflict on light manufacturing, services and agriculture sector across the country. Livelihoods and incomes particularly for the vast majority of rural agro-based population have been repeatedly disrupted and community coping mechanisms stand severely depleted with an unprecedented rise in the number of people dependent on humanitarian assistance as their major source of sustenance to around 7 million people of the population of the country.

The multi-faceted crisis has over time spilled over to several parts of the country including in regions and states such as the Equatorian region regarded as the food basket of the country, which historically had stayed relatively peaceful during the civil war. While maintaining stability and relative peace, NBEG state has rising levels of food and nutrition insecurity but offering a conducive environment to implement recovery and stabilization initiatives for moving away from emergency relief.

While humanitarian and life-saving interventions continue to be necessary, there is now an increasing realization to shift gears and move towards a ‘new way of working’. The new way of working focusses on reversal of the underinvestment in relatively peaceful yet vulnerable areas and progressively expanding recovery and resilience building programming as part of a collective endeavor on strengthening the humanitarian-development-peacebuilding nexus. In contrast with the traditional model of sequenced interventions moving from lifesaving to recovery to development, the new way of working emphasizes simultaneous humanitarian assistance and support for recovery and resilience to the vulnerable communities.

The overarching objective of the nation-wide South Sudan Stabilization and Recovery Programme is to lay a firm ground for a progressive transformation of South Sudan towards durable peace, stabile and resilient sustainable development. This new balanced approach has transformative potential, marks a turning point and lies at the very heart of rebuilding South Sudan. The recovery and stabilization strategy is anchored with global good practices applicable in particular for countries in protracted crisis and is aligned to the outcomes of the World Humanitarian Summit held in Turkey in 2016. Demonstrating peace dividends and bottoms up approach of incentivizing a culture of peace will effectively complement the national initiatives to build effective firewalls and prevent a spillover of the conflict into relatively peaceful yet vulnerable areas.

UNDP, UNICEF, FAO, and WFP are piloting a joint recovery and stabilization program in Northern Bahr el Ghazal with a nation-wide vision and a concrete roadmap to expand it progressively to other areas in the country. The programme seeks to strengthen resilience to food insecurity, respond to malnutrition, buttress local governance and peacebuilding processes and strengthen the local economy in the Northern Bahr el Ghazal region, an area with immense and urgent needs and community vulnerabilities, but that is deemed stable enough for a two-year joint programming to deliver meaningful and sustainable results. The proposed initiative would act as a pilot for a wider nation-wide UN Recovery and Stabilization Programme with a concrete roadmap to expand into Jonglei, Western Equatoria, and Unity subject to resource mobilization.

Under the guidance and supervision of the designated recruiting agency official and the joint coordination secretariat of the participating joint programming AFPs viz. UNDP, UNICEF, FAO and WFP the Recovery and Stabilization Field Coordinator will be responsible for coordinating and overseeing the implementation of the Integrated Annual Work Plan, Joint M&E and reporting on the ground and interface with other stakeholders where applicable.

Duties and Responsibilities

  1. Relationship and Capacity Building
  • Coordinate the day-to-day joint field level activities in close consultation and cooperation with the Participating UN organization (PUNOs) and provide continuous support to the implementing partners;
  • Support preparation and implementation of events and donor visits;
  • Establish a strong working relationship with implementing partners, PUNOs, local authority, national and international NGOs, and other key stakeholders;
  • Provide programmatic and technical assistance and advice to implementing partners / contractors and local authorities as necessary to enhance project delivery.
  1. Programme/Project planning & Reporting:
  • Lead, advise and support the preparation of baselines, indicators and targets for joint M&E and reporting, in close coordination with different M&E officers of PUNOs and based on an agreed methodology determine the programme coverage areas and target beneficiaries;
  • Identify opportunities for synergy and complementarity between all the inter-agency activities, coordinate the activities implemented, while ensuring overall complementarity and effectiveness of the joint UNDP, UNICEF, FAO and WFP actions and efficiency of results;
  • Support the development of an annual integrated work plans taking into account the interventions in the locality and ensure synergy of effort between UNDP, UNICEF, FAO and WFP and other key stakeholders where feasible;
  • Conduct regular field visit to the targeted location to capture transformative changes of beneficiaries and communities through household visits and interviews, and support development of knowledge products;
  • Support the project team and communications officer to ensure visibility of the participating agencies and to documentation processes including the video documentaries, draft and review success stories, project fact sheet, lessons learned, press release, etc;
  • Prepare quarterly progress reports and annual consolidated reports on the implementation of the Integrated Annual Work Plan based on inputs from UNDP, UNICEF, FAO and WFP based on templates to be provided;
  • Prepare and monitor the detailed work plan at the intervention area(s); etc.;
  • Assist the preparation and review of joint project reports.
  1. Facilitation and Support of Field Operations:
  • q Collaborate with Field Office Coordinators from each participating agency to ensure effective field level coordination and inter-agency follow up mechanisms for joint programming;
  • Establish a framework for joint consultation and coordination with the Region, UN agencies operating on the ground, local and international NGOs and other actors of civil society and donors on recovery and stabilization policies and practices
  1. Coordination of International / National Collaboration:
  • Represent the joint programming pilot in local level coordination meetings, and other meetings as and when required;
  • Develop and strengthen existing partnerships between the PUNOs and other actors in development and donors involved in the community to demonstrate the relevance of the joint programming interventions.
  1. Expansion of Recovery and Stabilization portfolio and resources:
  • Support the PUNOs in identifying and pursuing new initiatives for the Recovery and Stabilization portfolio, within realistic resource availability, that will help the programme to scale up and expand to other geographical areas in a progressive manner subject to resource mobilization;
  • Assist the participating agencies to develop and follow up a Resource Mobilization Action Plan for the Recovery and Stabilization portfolio;
  • Perform any other tasks as requested by the supervisor.

6.Specific Deliverables

  • Effective implementation of the joint programming while ensuring development results as per defined indicators and targets and ensuring high level programme visibility

Required Skills and Experience

Education:

M.A degree in political science, sociology, law, international relations, public administration, business administration, economics, social development, social anthropology, community development; livelihoods and employment or any related field or other relevant field.

Experience:

  • 5 years of progressively responsible professional experience in humanitarian affairs and/or development, including at least 3 years of experience at the international level of which an important part with implementation of joint programming. Part of that experience must be in the field involved with high-level interactions and inter-agency coordination in post-conflict settings.
  • Experience working with government authorities, as well as IDPs and NGOs/CSOs.
  • Excellent analytical skills on political, gender mainstreaming, economic and other relevant issues
  • Experience in the use of computers and office software packages (MS Word, Excel, etc)
  • Familiarity with programmatic issues surrounding relief to recovery transition, governance and gender equality.
