The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
Together with the Moroccan Red Crescent Society (MRCS), GRC successfully implements programmes since 2012. The support to MRCS has been scaled-up after the devastating earthquake on September 8th, 2023. The relief and recovery operation in response to the earthquake is implemented with funding from the German Federal Foreign Office (GFFO), GRC own funds and third-party funding. The current recovery phase is focusing on community-based interventions in the fields of DRR, health and WASH. Additionally, this programme is complemented with efforts of capacity strengthening measures for MRCS.
GRC is seeking a Field Coordinator (m/f/d) to be based in Chichaoua, Morocco. This position is seconded to the International Federation of Red Cross and Red Crescent Societies (IFRC). The Field Coordinator will support the implementation and coordination of the Movement (IFRC &PNSs) earthquake response in the province of Chichaoua. The Field Coordinator’s role is to support the implementation and coordination of the operation. The Field Coordinator effectively contributes to the assistance of vulnerable people through a movement-coordinated approach. The incumbent ensures that all activities are implemented following the accepted humanitarian standards, while promoting capacity building of the NS and actively pursuing community participation in the implementation of activities.
Based in Chichaoua, the Field Coordinator is supported by an experienced international team of delegates and local staff under the line-management of the GRC Head of Office. The duty station is greenlighted for accompanied posting.

Main duties & responsibilities:
Support NS and IFRC in management of operational activities:
- Support NS and IFRC field teams in programme design, planning, implementation, monitoring and reporting, and transition in line with IFRC procedures.
- Ensure that the operational plan is aligned to long-term National Society (NS) Engagement.
- Provide assistance to NS staff and volunteers to effectively implement project and program activities in accordance with humanitarian standards (i.e. Sphere Minimum Standards in Humanitarian Response).
- Support the NS and IFRC technical program teams in running field activities for specific programs, such as Health and Care, PSS, WASH, Relief, CEA, CTP and Restoring Family Links.
- Together with NS counterpart and field teams provide regular monitoring field reports as required and/or as per given schedule, including reports on important events or situation developments.
Coordinate and liaise with internal and external partners in the assigned geographical area or operation component:
- Represent the IFRC in planning and coordination meetings and external relationships/networking, in the assigned geographical area, providing RCRC reports to participating partners and ensuring alignment with the NS and the Movement.
- Provide regular updates, including from coordination meetings held in the Movement’s area of responsibility in the region, to IFRC and NS appropriate Focal Persons to inform overall country programme decision-making.
- Support the organizing/facilitating of Movement coordination meetings chaired by the NS; IFRC and other Movement partners as needed.
- Encourage NS to engage effectively with Movement partners, Regional and Local bodies at all levels, UN and international humanitarian organizations, NGOs, community groups and vulnerable peoples.
- Ensure activities are coordinated with communities and local actors, Participating National Societies (PNS), Emergency Response Units (ERUs) and rapid response personnel/teams in the area of responsibility in the assigned geographical area.
Work closely to support local branches of the NS in area of responsibility. Support the branch in building capacity where needed both in to carry out current operations and for long-term organizational development.
Continuously assess socio-political, humanitarian and security situations and gaps in area of responsibility. Report results regularly to IFRC team and NS counterparts to inform potential adjustments needed to ensure accuracy and quality of the planned intervention.
Host visitors, donors and delegations and provide operational updates as necessary.
Ensure staff safety and security by adhering to and communicating policies and regulations to all staff in the assigned geographical area. Serve as IFRC finance, admin and logistics focal point for IFRC in the hub area as needed.
Required Competencies & Skills:
- University degree or advanced degree in a relevant field.
- At least three years’ experience in the field of emergency relief, humanitarian assistance, and/or recovery, with particular focus on community-based integrated programming.
- Proven experience in program management including planning, activity tracking, monitoring, evaluation, and reporting.
- Proven Experience in MEAL and reporting, including beneficiary communication, complaint mechanisms, beneficiary selection.
- Proven experience working with national and local partner organizations. Previous experience in working with the Red Cross / Red Crescent is a strong asset.
- Excellent communication, conflict resolution and problem-solving skills as well as intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner.
- Experience in managing donor funded projects (preferably GFFO, BMZ, ECHO).
- Experience working in the MENA region will be a strong asset.
- Ability to work independently and as a team member with high cultural sensitivity, underpinned by substantial working experience in foreign contexts.
- Flexibility and adaptation to change, proven ability to work and live in a dynamic and challenging environment.
- Oral and written fluency in English and French is a requirement. Knowledge of Arabic or German is an asset.
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid Driving Licence.
