Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia

The Goal

The Field Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures. At the regional/ district level, the Field Coordinator represents AAH to relevant stakeholders

The Positions and Responsibilities

AAH Somalia is looking for a suitable Somali National to fill One (1) Field Coordinator position, based in

SomaliaElberde, The position reports directly to the Country Director,

The field coordinator’s core responsibilities at the particular base/district will include but not limited to the following:

Mission 1: Coordinate AAH country strategy implementation at base level

  • The Field Coordinator develops the base level strategy, and provides input to the national level strategies.
  • Contributing to the design and update of the country strategy by providing field inputs to the DCD/CD
  • Providing general support, guidance and consolidate input from the Programme managers

Mission 2: Quality programme implementation at base level

Program Strategy: Contribute to the district and country program strategy.

  • Serves as focal point at the base level during program planning, grant writing, and reporting
  • Play a leading role in base level periodic context and program analyses, and facilitation of community entry
  • Playing key role in actor mapping, networking and participates in partnership contracting and management.

Program Delivery: Responsible for all aspects of delivering a high quality, effective and accountable program.

  • Ensuring a local quality assurance system is developed and followed,
  • Ensuring all staff have work plans, which are in line with AAH strategic priorities and objectives
  • Providing staff with direction and input at all stages of the program cycle,
  • Ensuring timely implementation and reporting of projects
  • Along with the HODs based in Nairobi, provide support for Nutrition and Health, WASH, Food Security and Livelihoods and Rapid Response teams.
  • Encourage and facilitate supports and field visits from the coordination team on the programs

Quality and Accountability: Responsible for achieving program compliance with quality and accountability commitments.

  • Accountable that AAH guidelines and procedures are complied with at the areas of responsibility
  • Accountable that AAH procedures and donor regulations applicable to projects implemented, with regards to program, logistics, security, HR, and administration are closely followed.
  • Contributing to the development process and leading the operationalization of accountability and quality management systems at the base(s) level
  • Advocate for the actualization of humanitarian principals and ensure complaints mechanisms are in place.

Mission 3: Operations (HR/Logistics/Admin Finance) management at the base level

Budget accountability: Responsible for ensuring financial accountability.

  • In conjunction with the administrator and the PMs, the Field Co is responsible for all aspects of budget management within the base,
  • Ensuring that all financial systems and protocols are followed and that financial reports submitted are accurate and meet requirements;

Logistics: The Field Coordinator is in charge of overseeing the logistics at the base level.

  • Ensuring the proper set up / rehabilitation / running of base premises (office/ guest house),
  • Ensuring the functioning of supply chain including procurement planning, purchasing of goods and services, their transport, storage and proper handling;
  • Organization, planning, and maintenance of the fleet and equipment, and the functioning of the means of communication at the base.

Administration / Human Resources: The Field Coordinator is responsible for overseeing the management of HR, finances and administration on base level.

  • Ensuring proper management of finances at bases e.g. planning, expenses authorization and reporting
  • Ensures the management of Human Resources in accordance with the AAH guidelines and the legal requirements in the host country
  • Play active oversight role in sensitive areas, such as recruitment, discipline and complaints handling.
  • Accountable for the proper management of the payroll and salary payment
  • Promoting the commitment to AAH Charter and prevention of frauds and power abuses
  • Supervise operations, (HR/Admin, Finance and Logistics teams) to ensure effective support for program
  • Actively participate in audits and ensure the implementation of related recommendations

Capacity Building: Ensure that staffs are continuously developing their ability to fulfill their job descriptions as well as organizational requirements.

  • Strengthening performance management systems and processes;
  • Based on the result of the performance management process, ensure the capacity/training needs of staff are identified and shared with HR in time for budgeting and training plan;
  • Preparing and operationalizing a capacity building content and action plan, for Implementation of a variety of capacity building techniques,
  • Ensuring performance development, supervision, management and on-the-job feedback of all direct supervisees and by all supervisors at the base

Mission 4: Representation and liaison at field level and Stakeholder management:

In close coordination with CD/DCD, the Field Coordinator represents AAH at the regional level, including general meetings with donors, humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector program meetings.

  • Manage the visit of donor representatives / HQ visitors / other stakeholders whenever requested.
  • Ensure that AAH maintains productive relations with key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors.
  • Representing AAH at relevant and senior forums/ meetings that are within the scope of the base
  • Ensuring other staff are appropriately representing AAH at relevant forums/ meetings, and proactively expresses relevant demands of support to coordination team to maximize operational efficiency and impact
  • Conducting regular stakeholder analyses to ensure that AAH has good understanding of the local dynamics
  • Engaging in, and promoting, proactive coordination processes amongst key stakeholders at the base level
  • Proactively refer to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises

Mission 5: Ensure reporting and communication

In close coordination with the DCD and communication and Grant management teams, the Field coordinator ensures analytical, timely and quality reporting for management decisions, donor and other stakeholder use.

  • Establish internal deadlines requirements and ensure timely submission for reporting
  • Prepare and submit systematic/periodic and ad hoc AAH program, context, finance and security reporting,
  • Follow up and ensure enquires and comments on particular reports from the capital or HQ are responded to precisely and on time;
  • Ensure regular Situation Reports (SitReps) are produced in each project and disseminated on time
  • Ensure that AAHs humanitarian mandate is upheld at all times and communicated to the community and external partners.
  • Ensure that regular team meetings are held and minutes circulated promptly and feedback from Mission Support Team sought

Mission 6: Safety and Security Management

With technical support from the LogCo, the Field Coordinator is responsible for the district security management and ensures the security of staff, premises, materials and assets.

  • Continuously assessing and analyzing the political, economic and social environment and the related risks to staff, beneficiaries and assets are mitigated
  • Ensuring that the security management protocols and procedures are updated, made locally relevant and applied consistently; ensuring security analyses is being done collectively and regularly,
  • Developing/updating the security procedures relevant to the context to ensure programs are delivered in a safe and secure manner
  • Validating the local security plan written by the logistics manager and transmit to the logCo
  • Regular and need based briefing of AAH team on local context and security situation
  • Ensuring the application of security procedures when alerted by the logistics manager
  • Managing any security incidents at base level and report to the DCD/CD

Who we are looking for:

Essential Criteria:

  • Minimum 5 years of experience in humanitarian project management, out of which at least 3 years in a senior management / coordination role
  • Advanced University diploma in social, project management or humanitarian studies or equivalent. Alternatively educational background in either of the 3 specialties (WASH, Nutrition/Health, Food-Security)
  • Proven knowledge of Project Cycle Management and M&E tools
  • Proven Experience in security management (context, stakeholder and risk analysis, security procedures, crisis management)
  • Extensive knowledge and experience of the humanitarian environment in Somalia
  • Knowledge of HR, logistic and finance management
  • Excellent command of English and Somali language skills (oral, written)
  • Excellent communication skills & Networking and report writing skills
  • Excellent Team manager and strong team worker with outstanding motivation/training skills.
  • Ability to cope with high workload, irregular working hours and sometimes challenging working environments.
  • Able to work autonomously, set own deadlines and meet them consistently; arrive at decisions and conclusions with minimal guidance
  • Diplomatic with excellent influencing and negotiation skills
  • Knowledge and adherence to Humanitarian Code of Conduct
