Helen Keller has been operating in Sierra Leone for nearly 20 years in support of the reproductive health, nutrition and Neglected Tropical Disease (NTDs) components of the National Health Development Plan of the Ministry of Health, as well as food security component of the Ministry of Agriculture. The organization is committed to generating evidence, carrying out robust research and a high input into research publications.

Helen Keller is recruiting for 2 x Finance & Admin Officers (district) for the FCDO funded Saving Lives Phase III program in Sierra Leone (Bombali & Moyamba). The program aims to support the Government of Sierra Leone (GoSL) to deliver on improving maternal, child and reproductive health outcomes in country while strengthening health systems for a sustainable solution. The Finance & Admin Officer will undertake the finance and admin tasks in their district of operation ensuring the quality, integrity and timelines of financial and administrative transactions undertaken in their respective districts.

Key Responsibilities

  • Work along with the Senior Finance Officer and the Asst. Finance Officer to support the financial system and ensure efficiency and accountability is maintained.
  • Enter all financial transactions in NetSuite accounting software on time.
  • Assist the Senior Finance Officer and the Asst. Finance Officer to prepare and close monthly accounts for submission as per deadline.
  • Process all the necessary documents for accounts payable for program workshops/trainings logistics on a timely basis.
  • Monitor and reconcile invoices and partial payments for all payables related to activities in the field.
  • Maintain a data base for vendors within the district of operation.
  • Ensure all financial files are adequately collected, maintained, and filed.
  • Review travel authorizations and expenses report forms submitted by staff to ensure accuracy before submission to Freetown office.
  • Assist in payment of field operational costs ensuring they comply with Helen Keller International guidelines.
  • Prepare payment request forms for payments to vendors in the respective districts ensuring correctness as per the invoices and tax calculations.
  • Monitor petty cash to ensure sufficient funds are always available depending on program needs.
  • Support program finance facilitation of field level payments for workshops/ trainings.
  • Reconcile orange money payments undertaken in the field ensuring adequate supporting documentation and timely submission to Senior Finance Officer.
  • Check matching expenses for compliance with donor regulations.
  • Assist with Helen Keller and donor reporting requirements, as needed.
  • Ensure implementation of regulations and procedures for local purchase, procurement and logistics management in collaboration with Procurement Officer and Assistant.
  • Process supplier invoices.
  • Maintain financial files and records

Others:

  • Understand organizational safeguarding and gender policies;
  • Promote accountability and ensure compliance with all Helen Keller Policies and code of conduct including but not limited to safeguarding considerations to ensure maximum protection of programme participants and the efficient and transparent use of Helen Keller resources;
  • Represent, promote and protect the reputation of Helen Keller in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, in a professional manner;
  • Any other reasonable tasks as assigned by the supervisors.

Qualification and experience

  • Bachelor’s degree in finance & accounting from a recognized university.
  • At least 2 years of relevant experience in a similar role.
  • Demonstrated ability to work independently, be highly organized, and comfortably work on multiple activities at once.
  • Experience in similar job advert.
  • Excellent written, verbal, and interpersonal communication skills
  • References will be required.
  • Fluency in reading and writing in English.
