GIZ Regional Project Improving the prevention of Female Genital Mutilation (FGM) in the Horn of Africa

The regional project “Improving the prevention of Female Genital Mutilation (FGM) at the Horn of Africa” is being implemented in three countries. The main office will be in Addis Ababa. The overall approach of the project is to work with relevant actors on regional, national and local level to raise awareness for the prevention of FGM.

The project will focus on:

·         Capacity development of relevant stakeholders in the prevention of FGM on the local, national and regional level

·         Strengthening the networks of relevant stakeholders

·         Community based and cross-border awareness raising campaigns

Furthermore, transnational, national and local awareness-raising activities of state and non-state actors are implemented.

Responsibilities

The finance and administration officer

  • exchanges and aligns finance and administration management of the FGM-Prev project with its counterparts in Sudan and Somalia, within the country’s portfolio and across clusters

Finance and accounting

The finance and administration officer

  • helps prepare project budget planning
  • regularly monitors the expenses according to the budget for the FGM-Prev project
  • supports reporting to the commissioning party, monitoring output-related budget allocations and expenses
  • manages and monitors the monthly accounting and financial plans
  • is responsible for financial management of the project, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers, cash payments
  • checks travel expense statements of staff for approval by the superior
  • checks requests for funds before release

Administration

The finance and administration officer

  • takes responsibility for administrative tasks according to GIZ rules and regulations (PuR), including assisting in and autonomously preparing bookings, bidding procedures, contracts of experts/ external consultants and ensuring documentation of the procedures
  • is responsible for logistical aspects of project activities (meetings, workshops etc.)
  • handles invoices, office procurements, and event-related purchases for the FGM-Prev project
  • monitors the availability of accessories and stocks and carries out procurement in accordance with guidelines
  • is responsible for filing documents in reference files or in DMS in line with GIZ’s filing rules and manages confidential files, specifically in the areas of personnel and finance

Job Requirements

Qualifications

  • University degree in relevant specialization and qualification in business administration desirable (equivalent of BA or MBA)

Professional experience

  • at least 5 years of professional experience in a comparable position
  • experience in project accounting in the field of international development cooperation
  • experience in the collaboration with state and non-state actors is of advantage

Other knowledge, additional competencies

  • in-depth understanding of financial planning and accounting
  • broad experience of management and administration
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • confidential in handling data and information
  • practice experience in the supervision and preparation of internal controls or external audits is an asset
  • very good command of English and Amharic
  • demonstrated cultural sensitivity and high commitment to integrity
  • knowledge of and interest in accounting software
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
