Context:

Under the overall supervision of the Chief of Mission (CoM) and under the direct supervision of the Resources Management Officer (RMO), the Finance and Reporting Officer will be responsible for providing administrative and aspects of financial services support for the Financial Monitoring and Financial Reporting tasks for projects implemented by IOM CAR.

Core Functions / Responsibilities:

  1. In close coordination with Resources Management Officer (RMO), provide administrative support in monitoring the financial management for activities in Central African Republic, including the financial expenditure and accountability.
  2. Analyze unusual transactions to recommend processing, provide data as required, and undertake preliminary financial analysis for specific activities of the projects. Draft specific segments of donor financial reports and check if commitments are cleared from the project.
  3. Compile data and provide inputs to support the establishment of a project-level budget monitoring and reporting system, monitor and record budget expenditures in the relevant systems, and maintain a proper record of approved project budgets and their revisions. Check accuracy of supporting documents.
  4. Undertake quality control checks on monthly accounts, check that all open items including bank reconciliations are cleared in a timely manner and review assigned financial matters with banks and vendors.
  5. Supervise and provide eligibility costs guidance to relevant Finance and Admin Assistants working under the project with recommendations and follow-up for changes in internal control system.
  6. Check that all administrative and budget related program activities and procedures are followed.
  7. Assist the Resources Management Officer in facilitation of internal and external/projects audits.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Administration, Economics, or a related field from an accredited academic institution; or,
  • University degree in the above fields with two years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA),Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in monitoring and reviewing project financial records compliance;
  • Previous experience and knowledge of reporting standards and deadlines for main donors(BHA, ECHO, EU, PBF and MPTF) is considered advantage; and,
  • Experience in emergency context is considered advantage.

Skills

  • Ability to prepare concise and clear reports;
  • Ability to prepare draft financial reports in line with donor standards;
  • Capacity to maintain up to date monitoring files of financial reporting deadlines;
  • Knowledge of IOM/UN regulations, policies and procedures; and,
  • Knowledge of International Public-Sector Accounting Standards (IPSAS).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
