ORGANIZATIONAL CONTEXT:: The post is based in Cairo/Egypt at the Regional Bureau for Middle East, North Africa, and Europe, (RBC).

JOB PURPOSE:: To support the stewardship of WFP’s resources through preparation and monitoring of budgets, forecasting, analyzing, reporting on key data, and providing basic administrative support to enable effective management of resources. This is a regional office position.

ACCOUNTABILITIES/RESPONSIBILITIES::

  • Act as the petty cashier for the office and alternate knowledge management focal person for the unit.
  • Assist in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
  • Develop monthly expenditure reports and monitor departmental monthly expenditures against budgets in order to facilitate informed decision-making.
  • Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
  • Verify vendor claims, advances, and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
  • Assist in compiling information from various sources to prepare reports relating to budgets, accounting, and treasury Retrieve, format, and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
  • Perform financial duties related to the monitoring and recording of office running costs including utilities, vehicle leasing, lease and maintenance, and generators, to ensure that the databases are accurately updated. eZTydTn BVUcJh
  • Review invoices on the WFP invoice tracking system taking necessary action as needed.
  • Monitor and record all expenses in line with the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants, and other supplier invoices are processed in a timely manner.
  • Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
  • Any other duties as may be assigned by the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:: Education:: Bachelor /first university degree in Finance, Business Administration, Accounting, Economics, or related fields.

Experience::

  • 5 years of relevant experience in collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
  • Working with dynamic teams of different nationalities and cultures

Knowledge & Skills::

  • Sound knowledge and understanding of accounting theory, concepts and principles, financial accounting reporting, budgeting, and cost allocations.
  • Ability to analyze and synthesize information, interpret data, retrieve information, and clearly and concisely communicate results.
  • Knowledge of ERP applications (SAP) is preferred
  • Effective team player with the ability to coordinate and follow up on various parties

Languages::

  • Fluency (level C) in English language. Knowledge of Arabic and/or one of the official UN languages(Chinese, Russian, Spanish) is desirable.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.
