I. Position Information

Job Code Title: Finance Associate (Human Trafficking and Migrant Smuggling)

Project Title: Strengthening the Framework of the Arab Region to Prevent and Combat Human Trafficking and Migrant Smuggling

Duration of Contract: 1 year (renewable upon satisfactory performance and availability of funds)

Supervisor: Programme Coordinator (Human Trafficking and Migrant Smuggling)

Duty Station: Cairo, Egypt

II. Organizational Context

Within the framework of Sub-Programme 1 of the Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats and Strengthen Criminal Justice Systems in line with International Human Rights Standards (2016-2021) on “Organized Crime”, UNODC is implementing the project “Strengthening the framework of the Arab Region to prevent and combat human trafficking and migrant smuggling”, managed by the UNODC Regional Office for the Middle East and North Africa (ROMENA), based in Cairo. The Programme Coordinator (Human Trafficking and Migrant Smuggling) will be first reporting officer and the Regional Representative at ROMENA will be second reporting officer for the incumbent.

III. Functions / Key Results Expected

Under the direct supervision of the Programme Coordinator (Human Trafficking and Migrant Smuggling) the Finance Associate will support the implementation of the UNODC project “Strengthening the framework of the Arab Region to prevent and combat human trafficking and migrant smuggling”. This will include:

· Review, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects;

· Provide input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;

· Monitors budget implementation/expenditures and recommend reallocation of funds as necessary;

· Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds;

· Monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;

· Assist in the preparation of budget performance submissions;

· Assist in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;

· Monitor integrity of various financial databases;

· Verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued;

· Co-ordinate with other finance and budget staff on related issues during preparation of budget reports;

· Assist in preparation of periodical reports: cash flow, contributions, etc;

· Support the administrative and financial planning of the project strategies and activities as outlined in the project document;

· Support the development of detailed work plans and accompanying budgets and budget revisions for all project activities for the timely and realistic achievement of the project objectives, and monitor expenditure per funding agreement;

· Support timely project review, revisions, monitoring and completion of related financial reporting obligations;

· Create and follow-up the issuance of payment requests for services and goods procured and costs incurred for the purposes of the project;

· Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters; Carry out any other tasks as required.

Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Ability to identify and resolve data discrepancies and operational problems. Good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility.

Communication: Effective communication (spoken, written and presentational) skills. Ability to prepare, consolidate inputs and finalize programmatic reports, project documents and other relevant materials.

Teamwork: Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

VI. Recruitment Qualifications

Education: First level university degree in finance, budget, accounting, administrative services or related area.

Experience:

· Seven years of relevant progressively responsible professional experience in the administration and financial management of projects is required.

· Work experience with the United Nations system or similar international organization is desirable.

· Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required. UNODC uses SAP based ERP system and experience in working with SAP, another ERP system or large data base is desirable.

· Experience in monitoring and reporting of large-scale EU funded projects would be an advantage.

Languages: Fluency in English and Arabic is essential.

Assessment: Evaluation of qualified candidates may include an assessment which may be followed by competency-based interview
