Position Summary:

The Finance Coordinator is responsible for supporting management of RI’s finances in Juba with support to field offices working closely with the Country Finance Manager. Under direction of the RI South Sudan Finance Manager, and in coordination with the other RI country, regional and global finance staff, support leadership and coordination in the administrative, accounting, financial reporting and budgeting processes of RI’s South Sudan office and its programs to implement, maintain and improve financial management systems, policies and procedures.

Position Responsibilities and Duties:

  • Coordinate RI Country national Finance staff to implement, improve and maintain financial management policies, systems, structures and procedures including procurements and expenditures, inventory, requisition and record keeping systems.
  • Provide training, leadership, oversight and direction to RI’s Country Finance staff in order to enhance and develop overseas country Finance Staff capabilities within a growing and expanding organization.
  • Train and oversee Country program offices in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreements and audit requirements.
  • Receive ongoing financial summaries from field offices; check them for accuracy and compliance, and input to RI HQ main Finance Center.
  • Closely coordinate with Country Program Manager and Directors in order to participate in all major program procurement bidding and vendor selection process in sites.
  • Ensure that vendor selection complies with RI, donor and audit procurement requirements.
  • Ensure that bid selection irregularities are reported to the country Director prior to the vendor selection approval and finalization.
  • Ensure that financial records and backup documentation in country are ready for internal and external audits.
  • Serve as primary liaison relative to the country finance issues during the fiscal year including audit preparation, audit and post audit time.
  • Work closely with Country Director, Country Finance Manager and Program Managers in the country to monitor project budgets and actual expenditures.
  • Work closely with International directors and RI HQ in the preparation of Government, EU and other international donor agency grant & contract reports for submission to the donors.
  • Respond to internal audit demands from IAIA and RI HQ as these arise.
  • Provide support to IAIA in finding corrective response to audit findings uncovered through self-audit checklists, investigations, IAIA staff field visits, and external auditor reports.
  • Travel to country field locations and assist IAIA with country-based risk assessments and internal audit reviews as required.
  • Track field audits and follow up on preparation progress and results in accordance with Managers’ guidance.
  • Support capacity-building for country national Finance team financial responsibilities based on survey results, risk assessments, field visits, and otherwise identified troubleshooting needs.
  • Perform other duties, assignments, and/or projects as assigned.

QUALIFICATIONS & REQUIREMENTS:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

• Minimum Education: Prefer a Bachelor Degree in Accounting.
• Chartered Accountant or CPA equivalent preferred.
• Must have at least five (5) years’ experience at a senior Finance level in NGO or non-profit organizations and familiarity with international donor agencies and Governments grants administration.
• Previous INGO overseas experience as in-country Finance Officer or Manager highly desirable
• Complete familiarity with QuickBooks accounting software.
• Strong leadership ability and interpersonal skills and the ability to train and motivate others is a must; as are outstanding written and verbal communication skills.
• Strong verbal and written communication (*Must be fluent in English).

• Proficient with computer applications to include but not limited to Microsoft Excel, Word, outlook, accounting software, etc.
