Position Summary

The Finance Manager is responsible for overseeing the financial operations of Qatar Charity – Tunisia Office, ensuring accurate financial reporting, robust internal controls, strategic financial planning, and compliance with donor regulations and national laws. This role provides financial leadership, supervises accounting functions, supports decision‑making, and ensures effective management of assets, budgets, and financial risks.

Key Responsibilities

Strategic Financial Planning & Budgeting

  • Lead the preparation of annual budgets and ensure alignment with organizational goals.
  • Monitor budget execution, track expenditures, and validate financial performance.
  • Provide financial forecasts, analysis, and recommendations to support decision‑making.
  • Ensure sound planning to maintain liquidity, safeguard assets, and optimize financial resources.

Financial Management, Reporting & Compliance

  • Oversee all accounting functions, financial records, ledgers, and reporting systems.
  • Ensure compliance with QC financial policies, donor regulations, and national accounting standards.
  • Prepare monthly, quarterly, and annual financial statements.
  • Manage year‑end closing and financial reporting packages for headquarters and donors.
  • Review and approve all financial transactions, ensuring adherence to internal controls.

Internal Controls, Policies & Audit

  • Strengthen and supervise the implementation of financial control systems.
  • Review all financial documents and supporting evidence for accuracy and compliance.
  • Oversee internal, external, and donor audits; prepare files; respond to findings; and ensure corrective actions.
  • Ensure compliance with statutory regulations, legal requirements, and QC policies.

Cash Management, Assets & Risk Monitoring

  • Supervise cash management processes and ensure appropriate safeguards of financial resources.
  • Oversee the fixed assets register, verify inventory, and ensure proper documentation.
  • Review insurance procedures, risk exposures, and mitigation measures.
  • Ensure proper management and reconciliation of accounts receivable and payable.

Leadership, Coordination & Supervision

  • Supervise accounting staff, providing guidance, performance evaluation, and training.
  • Coordinate with procurement, HR, logistics, administration, and programs to ensure financial compliance.
  • Participate in internal committees (procurement, inventory, financial evaluations).
  • Represent the finance department in coordination meetings with country office and HQ finance teams.

ERP & Financial Systems

  • Ensure proper use of ERP systems for financial transactions.
  • Oversee financial data integrity and system accuracy.
  • Provide guidance to staff on system usage and reporting.

Required Qualifications

Education

  • Bachelor’s degree in Accounting (mandatory).
  • Preferred professional certifications: CPA, CMA, ACCA.

Experience

  • Minimum 10 years of experience in accounting or financial management roles.
  • Previous work experience with International NGOs (INGOs) is required.
  • Strong practical experience with ERP systems;
    • Preference for candidates with experience in Microsoft Dynamics 365 (MCD365).

Skills & Competencies

  • Strong command of financial analysis, budgeting, and financial reporting.
  • Excellent understanding of accounting principles, IFRS, and donor compliance.
  • High level of accuracy, analytical thinking, and attention to detail.
  • Strong leadership, team management, communication, and problem‑solving skills.
  • Proficiency in Microsoft Office (especially Excel).
  • Arabic proficiency preferred; English is an asset.
  • Commitment to complying with national financial and legal regulations.
