Mercy Corps has been present in Uganda since 2006, focusing its interventions on economic and agricultural development, maternal child health and nutrition, governance, conflict management and humanitarian response. In 2017, Mercy Corps had an impact on almost 1 million beneficiaries in Uganda through our work focusing on building resilience and enabling economic growth, improving opportunities to attain better health and nutrition, and improving governance and conflict management. Common themes include community engagement, inclusive development, gender, and working in partnership with local government, the private sector and civil society actors.

General Position Summary

The Finance Manager will support program implementation West Nile refugee response programming, based in Yumbe Town, by working with the Mercy Corps team and implementing partners. The Finance will work very closely with staff and all partners to ensure accountability, adherence to donor compliance requirements, oversight on of office financial operations, staff capacity building and internal controls enhancement and enforcement in the operation of the program.

Essential Job Responsibilities

The Finance Manager works under the guidance and supervision of the Finance Director and with direct interaction with the Programs Team, the Grants & Contracts Manager, the Finance Manager, and partner organisations (up to ten in any given month). Support the Programme Director/Managers based in Yumbe in managing all financial operations of the project, including accounting and reporting, cash management, and budget management.

§ Manage financial operations of West Nile refugee response programming.

§ Provide monthly management reports to the Finance Director and the Director of Programs.

§ Ensure that the project financial operations are in compliance with all donor and Mercy Corps policies and procedures. Donors may include ECHO, DFID, EU, NetHope, among other donors.

§ Ensure that monthly transactions are reviewed and entered in the General Ledger accurately and on timely basis.

§ Assist with monthly review and reconciliations of balance sheet accounts (receivables, payables, advances, bank & cash reconciliations, etc.) and all the program related expenditures.

§ Review procurement, contract and payment documents, and other supporting documents ensuring their compliance with the local laws, donor regulations and MC Uganda internal policies.

§ Be prepared to respond to any budgetary and financial inquiries from the donor, implementing partners and Mercy Corps senior management.

§ Prepare monthly cash flow projections and request funds from the country office.

§ Provide financial advisory on overall strategic program decisions.

§ Work closely with the Grants & Contracts Manager and Senior Finance Officer to oversee and coordinate management of sub-grant agreements and financial management of sub-grants.

§ Review and track expenses and proper documentation as per Mercy Corps procedures and donor requirements for record keeping and accountancy.

§ Work with program team to verify and track budget and expenditures to ensure proper and accurate reporting, and that expenditures are properly coded and charged to appropriate budget lines.

§ Convene and document monthly review of expenditures against budgets, ensuring proactive forecasting is in place to avoid any significant variances.

§ Coordinate program expenditure verifications and project audits

Knowledge and Experience

· Degree in Accounting or Finance. CPA, ACCA or equivalent professional association preferred. A Master’s degree would be an added advantage.

· 5+years’ experience in grants and financial management and accounting and 3+year’s supervisory experience.

· Strong management Skills, Technical & Supervisory Skills and experience required.

· Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

· Adequate understanding of donor rules and regulations is required, in particular DFID, EU, and ECHO.

· International NGO/PVO experience required.

· Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.

· Advanced computer skills in MS Office programs, particularly Excel and accounting software experience.

· Excellent oral and written English skills

· Willing to travel regularly to Mercy Corps and sub grantees field offices and project sites approximately 20%. Regular travel to Kampala head office as needed.

Success Factors

An ability to support programmatic objectives with timely and meaningful financial information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
