Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

I. Summary of Position

The Finance manager will be responsible for management of mission accountancy cycle from opening to closure including but not limited to processing all financial transactions, tracking of budgets, and vouching documents before payments are processed. The finance manager will ensure that financial and procurement procedures are implemented and support the organizations auditing process.

II. Essential Job Roles:

Mission 1: Provide regular financial Treasury management

The Finance Manager is responsible for:

  • Develop and implement robust treasury policies and procedures to safeguard organizational funds.
  • Monitor and manage cash flow to ensure sufficient funds are available for operational needs while optimizing excess cash investment opportunities.
  • Maintain relationships with banks and financial institutions to manage banking transactions efficiently.
  • Monitor foreign currency exposures and implement hedging strategies as needed.
  • Supervise cash flow forecasting and reporting, ensuring liquidity needs are met at both the country and project levels.

Mission 2: Financial Accounting and Reporting

  • Ensure timely and accurate preparation of financial statements, including monthly, quarterly, and annual financial reports.
  • Oversee the general ledger and maintain accurate accounting records in line with international accounting standards and internal policies.
  • Monitor compliance with donor requirements and ensure correct allocations of costs.
  • Review and approve journal entries, reconciliations, and adjustments.
  • Support the Country Finance manager on the financial audits by external auditors and provide necessary documentation and support.

Mission 3: Systems and Process Optimization

  • Ensure efficient use of accounting and treasury systems and recommend upgrades or changes as necessary.
  • Collaborate with IT and systems teams to automate and streamline financial processes.

Mission 4: Guarantee compliance with donor rules and raise alerts when risks identified

The Finance Manager is responsible for:

  • Ensuring partners and ACF are compliant with the set of financial requirements defined in the partnership conventions and agreements;
  • Following-up on budget consumptions for partners and raising alerts when necessary;
  • Controlling partners’ expenses and sharing information with mission accountant for importing into SAGA;
  • Controlling and sharing the transfer requests from partners and follow-up on the disbursements;
  • Keeping track, following-up on audit recommendations, proposing plan of actions and contributing to their implementation and develop indicators related to recommendations and disallowable costs.

Mission 5: Ensure high quality cash management for the mission

The Finance Manager is responsible for:

  • Preparing and compiling, in collaboration with Finance Officers at base level, the monthly treasury forecasts and its revision, and submit to the Head of Finance Department’s validation;
  • The availability and safe keeping of the necessary cash, including being in charge of the safe and keeping the safe book when mentioned as such in the internal cash management policy;
  • Proposing accurate methods for cash transfer in the light of local conditions and security considerations;
  • Monitoring the correspondence between cash forecast and the budgets follow-up;
  • Anticipating treasury risks, raising alerts and proposing solutions to solve difficulties;
  • Assisting the Head of Finance Department in designing the CMP and raising alerts when necessary.

Mission 6: Support Finance teams in the bases and in coordination

The Finance Manager is responsible for:

  • Providing support and guidance to the bases according to their needs, in the topics related to budget management (BFU, forecasts), treasury management, finance validations (Link and HR) and accountancy;
  • Covering responsibilities of Finance Officers in the base in case of vacancy;

Mission 7: Prevent fraud and corruption

The Finance Manager is responsible for:

  • Supporting the Head of Finance Department in the identification of risks of fraud and corruption and propose possible preventive and monitoring mechanisms to be designed and implemented;
  • Diffuse among his/her team anti-fraud/ corruption policies and mitigating measures;
  • Alerting the Head of Finance Department on cases of fraud and corruption and undertaking corrective action;
  • Putting in place and monitoring recommendations arising from the day-to-day control and audit.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, and turn out heavy volumes of work accurately, within short time frames.

VI. Required Qualifications and Professional Experience

  • University degree in business or finance; Professional qualification in Accounting or Finance would add advantage.
  • Minimum 5 years Finance experience preferably in INGO/NGO is mandatory.
  • Sound knowledge of accounting procedures and principles.

VII. Required Skills & Competencies

  • Ability to work independently with minimal supervision and be initiative.
  • Strong computer skills and ability to use standard computing packages such as word, excel, spreadsheets
  • Strong team working and interpersonal skills.
  • Must be able to effectively communicate in English
  • Ability to plan ahead and output oriented.
  • Self-motivated, result-driven and reliable.
