FCA is now looking for a Finance Officer for its newly established Ethiopia Program.

POSITION: FINANCE OFFICER

REPORTS TO: FINANCE AND ADMINISTRATION MANAGER

DUTY STATION: ADDIS ABABA

DEADLINE: 28 October 2024, 9:00 Finland

Position Summary: To ensure that the financial matters of the assigned projects are planned, executed and controlled during the project life cycle, and the financial reporting to donors and internal stake holder is complete, accurate and timely.

KEY RESULT AREAS

Project Planning

  • Works with the program manager and project Managers to prepare the budget that is realistic and covers Human resources, Program Activities and overhead costs.
  • Works with Finance and Administration Manager to ensure that project staffing Level of Effort (LOE) is correct.
  • Makes sure that fair share of the Addis Ababa Office shared costs is included in the budget as per the FCA cost allocation policy
  • Makes sure that all field office costs are covered adequately / proportionately in the proposed budget.

Project Execution & Control

  • Reviews the expenses vouchers to make sure that
    • GL code is correct
    • Project code is correct
    • Budget line is correct
    • Supporting documents attached are complete
    • It is authorised by the budget holder or the designate.
  • Posts the expense vouchers in the system as and when voucher are approved and ready for posting.
  • Reviews the expense reports for data accuracy and correctness including Budget lines, GL codes, memos and amount.
  • Ensure personnel cost are being correctly charged.
  • Reviews Purchase requests to ensure that these are allowed as per the budget and sufficient budget is available to do the procurement.
  • Prepares monthly budget Vs. Actual reports.
  • Prepares bank reconciliation statements at the end of the month.
  • Reviews the budget Vs. Actual reports with the respective program staffr and variations are investigated and rectified with the approval of the budget holders.
  • Works with the program staff to ensure any over or underspending on the budget lines are rectified or realigned as per the donor regulations.
  • Prepares the periodic / interim financial reports and shares with the Finance and Administration Manager at least 5 working days before the deadline for review.
  • Reviews funds requests from the field in the light of available budget
  • Provides supports to the field finance officers for the assigned projects.
  • Provides financial information and supporting documents to donor verification team, internal and external auditors.

Project Reporting

  • Works with the respective program staff for preparing the draft report.
  • Prepares final financial reports and shares with the Finance and Admistration Manager at least 5 working days before the deadline for review.
  • Prepares a reconciliation of the financial report with the UNIT4 data for that project.

Qualifications and Experience

  • Minimum, Bachelor degree or equivalent in accounting, finance or Business Administration.
  • Excellent experience in Fundamental Accounting Skills
  • Excellent knowledge of MS Office applications especially Excel
  • Excellent Knowledge of UNIT4 or QuickBooks
  • Experience in working with multi donor funded NGOs
  • Ability to meet deadlines and work effectively under minimum supervision
  • Minimum 4 years of experience in a similar position especially in the Humanitarian and development work

Africa and Asia as the main targets

In 2016, FCA provided aid for 34 million euros in value. The majority of our funds come from private investors, the Ministry for Foreign Affairs of Finland, and parishes. Over 85 percent of the donated funds are directed to aid work. The share of domestic operations and general administration is about 15 percent.

Most of our assistance goes to Africa. The need for assistance on the continent has been caused and maintained by political instability, prolonged crises and natural disasters. The second most significant target for aid funds is Asia, which has the largest number of people living in poverty.
